15 September 2005: Members of the National Society for Human Rights (NSHR) protested at the groundbreaking ceremony of Paladin's Langer Heinrich uranium mine in Namibia. The Namibian Branch of Earthlife Africa criticized the environmental and health hazards of the project. According to a report prepared by German Öko-Institut for the Namibian branch of Earthlife Africa, Paladin's Environmental Assessment underestimated the radiation doses fourfold. Moreover, the proposed tailings management concept would have serious flaws.

April 2006: Paladin CEO John Borshoff told ABC television: "Australia and Canada have become overly sophisticated. They measure progress in other aspects than economic development, and rightly so, but I think there has been a sort of overcompensation in terms of thinking about environmental issues, social issues, way beyond what is necessary to achieve good practice."

November 2006: NGOs groundWork and the Centre for Civil Society gave out the 'Southern African Corpse Awards' ‒ an annual mock ceremony for big business ‒ in Durban. Paladin was awarded the 'Pick the Public Pocketprize' thanks to a nomination from Malawian NGOs.

2007: Criticisms of operations at Kayelekera outlined by the Catholic Church and other Malawian community and environmental organisations included the following issues of concern: inadequacy of the Environmental Impact Assessment; flaws in community consultation; government deferring its role in safeguarding community interests to the company; destruction of cultural and historic sites; increased social disorder; unfair compensation for those forcibly relocated; and undue interference with makeup of community based organisations.

4 January 2007: Two Malawian NGO members allege that they were ordered to go to the Karonga Police Station by the Chief of Police and threatened with arrest for taking an Australian photojournalist sponsored by the two Australian unions (MUA and CFMEU) to photograph and interview community members at the Kayelekera mine. According to Reinford Mwangonde from Citizens For Justice, a police van carrying around 10 police officers went to Foundation for Community Support Services (FOCUS) and ordered that he and Kossam Jomo Munthali attend the Karonga Police Station. Mwangonde alleges that at the police station Sale, the Chief of Police told them that Paladin had called them 'from a long way away' and complained that the NGO members had taken an Australian photojournalist to the mine site. According to Mwangonde "it's unfortunate that Paladin is harassing us by using the Malawian police to promote its own agenda and protect its own interests at the expense of Malawians". Mwangonde said they were told that in the future any meeting that the NGOs hold in regard to uranium should be reported to the police.

March 2007: Paladin's Kayelekera project would not be approved in Australia due to the major flaws in the assessment and design proposals, independent reviewers concluded. Their report covered baseline environmental studies, tailings management, water management, rehabilitation, failure to commit to respecting domestic laws, use of intimidation and threatening tactics against local civil society, improper community consultation and payments to local leaders, and destruction of cultural heritage.

May 2007: Paladin and the Government of Malawi were named as defendants in two legal actions commenced by a group of NGOs in Malawi including the Centre for Human Rights and Rehabilitation. The two actions sought to delay the Kayelekera project until the government and Paladin, amongst other things: rectified alleged deficiencies in the process associated with the grant of approval under the Malawi Environment Management Act; and put in place additional protective measures affecting both the local community and the country.

On 15 November 2007, Paladin announced "that all six Malawian Civil Society Organisations that commenced legal proceedings against Paladin Africa Ltd and the Government of Malawi have now settled their action on a positive and amicable basis". However, Malawian NGOs questioned the legitimacy of the settlement of the court case. NGOs coalition members unhappy with the settlement agreement indicated they will "continue with legal action to protect the Malawian people's constitutional rights, unless and until the company is willing to enter negotiations to change its proposal in a way that addresses the flaws, gaps and problems in the project that pose serious public health and environmental risks".

3 July 2007: Civil society groups in Malawi ‒ Centre for Human Rights and Rehabilitation, Citizen for Justice, Foundation for Community Services, Catholic Commission for Justice and Peace, and the Livingstonia Synod Uraha Foundation ‒ issued a statement regarding Paladin's Kayelekera mine. It states in part: "In this regard we note that the issues covered by the Developmental Plan (Agreement) and the agreements on Fiscal are secret and have not been disclosed by the signatories to Malawians. This is totally incompatible with the transparency and accountability which should prevail in the democratic era when the government in office proclaims its commitment to zero tolerance on corruption and causes one to see shadows of corruption in the handing of the secret agreements and the activities of Paladin. We therefore wish to state and for Paladin to know quite categorically that in addition to pursuing the matter in Court, the Civic Society Organisations now intend to address our concerns to the financial institutions who are funding Paladin's project at Kayelekera and also to the institutional shareholders holding equity in Paladin Resources Australia."

July 2007: The claim by Paladin and the government of Malawi that the IAEA had approved the Environmental Impact Assessment for the Kayelekera mine "was a fallacy and misleading" according to a media statement issued by a group of NGOs.

27 March 2008: The open pit at Paladin's Langer Heinrich mine was flooded with run-off water from a rainstorm and was out of use for about one month.

April 2008: A spill of a large quantity of sulphuric acid at the Langer Heinrich mine raised questions about safety procedures at the mine. The Namibian newspaper was informed that a mine employee lost grip on the hose transferring the acid from a truck to a storage facility. The employee apparently fled to call for help, after which a forklift dumped a large quantity of caustic soda on the spill to neutralise the acid. The result was explosive ‒ a series of loud bangs could be heard from a distance, but nobody was injured.

16 March 2009: A fire / explosion killed two workers and badly injured another at the Kayelekera mine. The International Consortium of Investigative Journalists (ICIJ) reported: "In 2009, Caldwell Sichinga, then in his early thirties, was cleaning the bottom of a seven-meter steel tank at Kayelekera, a remote open-pit uranium mine in Northern Malawi. It had rained during the night and Sichinga was reapplying a coat of MEK, a combustible chemical that smells slightly of mint. Sichinga was with two colleagues inside when the tank suddenly blew. In order to ignite, an expert told ICIJ, the concentration of MEK must have been at least 70 times the level considered safe within the U.S. "It was like a bomb," remembers Sichinga. Through the fireball, Sichinga climbed his way up the rungs inside the tank, searing the soles of his feet with every step, before falling to the ground outside. The explosion fused the fingers of Sichinga's right hand into one immobile mitt and appears to have melted the pattern of his socks into his ankle. Four meters from the tank, others had been "busy grinding and welding," according to the preliminary incident report issued by the principal contractors and obtained by ICIJ. As the MEK evaporated, its heavy fumes coursed through the tank's drainpipe to the welding outside. The fumes ignited when they reached the heat source, according to the report, sending flames back through the drainpipe towards the three contractors. ... Over the next two days, the "fire accident" prompted 200 contract workers to strike over pay and working conditions, reported the same official in another document seen by ICIJ."

The International Consortium of Investigative Journalists noted in its 2015 report that three more workers, including a contractor, died in other incidents at Kayelekera in the years after the fireball.

18 March 2009: Malawian police fired tear-gas at workers at the Kayelekera mine construction site. The workers, mostly casual laborers, were on a sit-in since the previous day to pressure management for better working conditions. The strike forced Paladin management to temporarily shut down the mine and evacuate its senior managers to Lilongwe.

April 2009. Malawi's Catholic Commission for Justice and Peace accused Paladin of back-tracking on pledges to the people of the Karonga region where it operates the Kayelekera mine. The commission, a human rights arm of the Catholic Church, called for a meeting with the miners and traditional chiefs after accusing the energy company of not doing enough to protect water sources from uranium deposits. The group fears the deposits could pollute Lake Malawi, one of Africa's fresh water areas and the third largest lake on the continent. The Centre for Human Rights and Rehabilitation called for a review of all mining agreements including the tax arrangements.

August 2009: Neville Huxham from Paladin Energy Africa said: "We're taking the uranium out of the ground, we're exporting it to be used for productive purposes, so we should be getting a medal for cleaning up the environment."

September 2009: Australia's Fairfax press reported on the Kayelekera mine: "The company's approach has caused friction with local non-government groups, which took legal action to impose tougher controls on the project in 2007. The case was settled out of court. Since then it has been accused of lax safety standards (three workers have died in accidents this year) and failing to bring promised benefits to local communities ..." Australian-based scientific consultant Howard Smith said regulations were ''essentially a self-regulation system, which will ultimately result in releases [of contaminated water] that are under-reported, uncontrolled and hidden from the affected public.''

October 2009: Fourth death in 2009 at Kayelekera: The company said that an employee had died at the mine as a result of a mini-bus rollover on October 7. Paladin said 19 people including the driver were injured, with 15 admitted to hospital. Paladin advised on August 25 that a construction contractor had died at the mine, also as a result of a motor vehicle incident. The company reported on April 5 that two sub-contractors had died in a flash fire at the mine construction site on March 16.

September 2010: Paladin orders miners to work at Kayelekera in spite of a shortage of dust masks. A Nyasa Times undercover journalist who visited the mine on 23 September 2010 found that most miners did not wear masks, and their hands and face were caked with uranium ore. The workers protested to management about the development. The geology superintendent of the mine, Johan De Bruin, confirmed the lack of dust masks. In a September 23 email sent to mine workers, he ordered staff to continue working despite the shortage of dust masks. "Mining is a 24 hour operation and cannot be stopped as a result of a shortage of available dust masks," said De Bruin in his September 23 email.

November 2010: Paladin Energy refuses disclosure of carbon footprint. Paladin rejected listing the Climate Advocacy Fund's proposed resolution that the miner disclose its carbon footprint at its AGM. The fund owns a small stake in Paladin and had the support of the required 100 shareholders under the Corporations Act to put forward a resolution. "We say Paladin has acted against the provisions of the Act and we could take legal action over it," fund executive director James Their said. Thier said carbon footprint database Trucost estimated Paladin was the third-most carbon intensive ASX 200 company, with emissions estimated at more than 2,500 tonnes of carbon dioxide per A$1 million of revenue.

June 2011: Dedza North West MP Alekeni Menyani advised the Malawi Government to find an alternative source of energy for the Kayelekera mine. The MP said the use of diesel fuel to power the mine site was exerting pressure on the country's already low supplies of fuel. Menyani said the government should seriously consider building a dedicated coal-fired plant to power the mine.

In February 2011, production at Kayelekera was suspended for one week due to a diesel fuel shortage which Paladin attributed to "foreign exchange constraints".

June 2011: A truck driver died in an accident at the Kayelekera mine ‒ the Tanzanian national died after the truck he was driving struck a water tank.

15 August 2011: Progress on Expansion Phase Three of the Langer Heinrich mine came to a standstill after employees of the main contractor, Grinaker LTA, downed tools due to grievances related to impending layoffs. According to a workers committee representative, more than 600 employees stopped work at noon on August 15 and continued to strike the following day.

2012: CRIIRAD, a French NGO specialising in independent radiation monitoring, conducted radiation monitoring activities around the Kayelekera mine. Its report stated: "CRIIRAD discovered hot spots in the environment of the mine and a high uranium concentration in the water flowing from a stream located below the open pit and entering the Sere river. Results that relate to the radiological monitoring of the environment performed by the company are kept secret. The company should publish on its web site all environmental reports. No property right can be invoked to prevent public access to Paladin environmental reports (especially as Malawi State holds 15 % of the shares of the uranium mine). It is shocking to discover that million tonnes of radioactive and chemically polluting wastes (especially tailings) are disposed of on a plateau with very negative geological and hydrogeological characteristics."

11 May 2012: Workers at Kayelekera went on strike over labor conditions: The local workers told Nyasa Times that they were demanding a pay increase from Paladin. Workers downed tools on May 11, halting production at the site. On May 16, Paladin announced than an agreement in principle was achieved for a return to work by the striking employees.

December 2012: Paladin threatened 75-year old Australian pensioner Noel Wauchope with legal action for posting on her antinuclear.net website an article critical about Paladin's operations in Malawi. The threat backfired when it was publicised in the widely-read Fairfax press in Australia. Fairfax business columnist Michael West wrote: "The price of Noel Wauchope's concern for the people Karonga was a long and intimidating letter of demand from Ashurst on behalf of the uranium company Paladin ... "

2013: A detailed report by the African Forum and Network on Debt and Development states:

"Consistent with what many analysts and commentators have said, this research study unequivocally established that the benefits that Malawi, as a country, is gaining from the deal made with Kayelekera are tangential and dismal. Among the reasons why benefits are skewed more favourably towards the mining company are that the negotiations were done hastily under an atmosphere that was not transparent. Furthermore, the government officials involved were not experienced and were no match for the skilled negotiators for Paladin.

"Above and beyond this, the major problem that contributed to the disproportionate sharing of benefits are the country's archaic laws that fail to hold the Multinational Corporation (MNCs) more accountable to pay taxes and remit profits to Malawi. The laws that govern FDI in the extractive industry are weak and in disharmony. Taxation laws fail to adequately address issues of capital flight, tax avoidance or evasion, which the study findings have revealed are being perpetrated by MNCs. To this extent the MNCs in the extractive industry have evolved to use more rigorous and complicated accounting systems that evade the detection radar of the local tax and revenue authorities.

"The investment incentives offered to Paladin have revenue implications to the Malawi government. These include; (1) 15% carried equity in project company to be transferred to the Republic of Malawi, (2) Corporate tax rate reduced from 30% to an effective 27.5%, (3) 10% resource rent reduced to zero, (4) Reduced Royalty rate from 5% to 1.5% (years 1 to 3) and 3% (thereafter), (5) removal of 17 % import VAT or import duty during the stability period, (6) immediate 100% capital write off for tax purposes, The capitalisation (debt: equity) ratio of 4:1 for the project, and (7) stability period of 10 years where there will be no increase to tax and royalty regime and commitment to provide the benefit of any tax and royalty decrease during the period. This clause in the agreement statement implies amortization of profits. This means that there shall be a reduction or cancellation of taxes to be paid during future years of subsequent profits as a means to compensate the debt accrued by the company during years of registering losses.

"As a result of this concessionary agreement, the government of Malawi lost billions of Malawi Kwacha from royalties, resource rent and value added tax against a meager MK5.35 billion which it has received in taxes and royalties within the three years that Kayelekera has been operating commercially."

27 June 2013: About 300 workers, including mine staff and contractor employees, picketed at the Langer Heinrich mine, protesting the way they were being treated and paid. The protesting workers and media were barred from the mine site where the demonstration was supposed to take place.

July 2013: UN Special Rapporteur on the Right to Food, Olivier De Schutter, rubbished the Kayelekera uranium mine deal between Malawi and Paladin, saying Malawi had a raw deal that is robbing the poor. He said that over the lifespan of the mine, Malawi is expected to lose almost US$281 million. "Mining companies are exempt from customs duty, excise duty, value added taxes on mining machinery, plant and equipment. They can also sign special deals on the rate of royalty owed to the government," he said.

September 2013: Colin Arthur, a Geology Superintendent at the Kayelekera mine, gives a detailed 'Geological Summary' of the high wall pit failure, identified on 21 September 2013.

September 2013: Malawi government unable to verify allegations of radiation-induced diseases among Kayelekera uranium mine workers. Members of Malawi's Parliamentary Committee on Health on September 24 took senior government officials to task over reports of radiation-related health concerns at Kayelekera. The committee summoned officials from the Ministry of Mining and the Ministry of Environment and Climate Change Management for an explanation on the reports. The officials insisted that there has been no proof of the claims, that the government does not have equipment or the experts to investigate the kind of allegations reported in the local media, and that they are relying on the assessments of Paladin. "Due to uncertainties on radiation exposure and time of exposure was absorbed and the background of the persons' medical records, it is hard to establish whether the man for example who lost sight, did so due to radiation. We don't have the specialized equipment," said an official.

October 2013: The Opposition People's Transformation Party (PETRA) appealed to government authorities to renegotiate what it called the "stinking development agreement" between Malawi and Paladin regarding the Kayelekera mine.

3 October 2013: Three miners were injured at Langer Heinrich following a "serious electrical incident". Paladin said two of the workers received significant burns while a third worker suffered smoke inhalation. One of the workers was flown to South Africa for treatment. On October 30, Paladin announced that the injured worker flown to South Africa had died in hospital.

February 2014: Paladin reported that a truck carrying a container of uranium from Kayelekera overturned. The container fell loose and was punctured by a tree stump, and a "small quantity" of uranium oxide concentrate spilled out. Paladin said the uranium and the soil it came in touch with were removed and taken back to the tailings dam at the mine.

2 October 2014: About 50 employees staged a protest at Langer Heinrich Uranium (LHU) mine's head office in Swakopmund before handing over a petition listing their complaints. Workers employed by companies sub-contracted to LHU claim they had been mistreated at work. The workers from Sure Cast, Gecko Drilling, LBS, Quick Investment, RVH and NEC Stahl claimed they were made to work without benefits, such as medical aid, transport allowances and pension.

November 2014: Paladin came under fire from a coalition of 33 Malawian civil society groups and chiefs over its proposal to discharge mining sludge into the Sere and North Rukuru rivers. The toxic substances that would flow from the tailings pond at the Kayelekera mine into Lake Malawi 50 kms downstream include waste uranium rock, acids, arsenic and other chemicals used in processing the uranium ore, the coalition said. The lake provides water for drinking and domestic use to millions of Malawians. Part of the lake is protected as a national park.

29 November 2014: Paramount Chief Kyungu in Malawi's northern district of Karonga vowed to lead the people in lobbying for developmental projects from mining investors, claiming that since the coming of the mining companies in the district people had not benefited. Kyungu said mining investors in Malawi steal the country's natural resources as well as spoiling the environment yet they leave the people poor.

2015: A report by the office of Namibia's Prime Minister said there is a lack of safety at the Langer Heinrich mine and that workers are not aware of policies, rules and procedures as outlined in the radiation management plan.

January 2015: At the Kayelekera mine, heavy rain caused a liner in the plant run-off tank to rupture, releasing some 500 cubic metres (500,000 litres) of material to the bunded areas of the site. Up to 50 litres may have overtopped one of the containment bunds.

February 2015: About 60 permanent employees of the Langer Heinrich mine participated in a demonstration to hand over a petition to mine management. Employees sought the removal of the manager for human resources on allegations of victimising employees as well as disregarding employees' safety. They also accused him of implementing a new salary structure without union agreement. The workers, through the Mineworkers' Union of Namibia (MUN), also demanded the removal of the mine's managing director, saying he had total disregard for the union. Workers also said the mine never implemented recommendations made after a 2013 accident that claimed the life of a miner. The workers' petition said: "Our members are exposed to safety hazards. April 2015: Despite opposition from a group of 33 civil society organizations, Paladin began discharging treated waste water from the Kayelekera mine into the Sere River. The discharge of contaminated water was expected to take place for three months. Paladin decided to discharge the waste because the dam at the Kayelekera mine was full, raising the possibility of unplanned and uncontrolled discharges after heavy rains.

June 2015: A report by ActionAid stated that Malawi ‒ the world's poorest country ‒ lost out on US$43 million revenue from the Kayelekera mine over the previous six years due to "harmful exemptions from royalty payments from the Malawi government, and tax planning using treaty shopping by Paladin."

2016: A human rights body in Malawi sued Paladin Africa Ltd for alleged damage the Kayelekera mine has caused to some miners and the surrounding communities in Karonga district. October 2016: The Malawi Immigration department at Songwe border in Karonga barred 26 Tanzanian students of Moravian University of Theology based in Tukuyu from visiting the Kayelekera mine. The students' planned to investigate the social and economic impacts of the mine. Secretary General of the Moravian Church, Rev Leman Jere, who led the group, said: "We already agreed with the Kayelekera officials before the day but we were flabbergasted to see that the Malawi Immigration department blocked the students saying it was because of security issues."

20 December 2016: Eight Tanzanians were arrested while travelling to participate in a fact-finding mission of the Kayelekera mine. They are from the area where the Mkuju River uranium mine is planned in Tanzania. They were accused of trespassing, spying and working as foreign agents. They were denied bail and held in sub-standard conditions; their legal access was impeded and their legal team harassed with death threats and the mysterious disappearance of their laptops; their legal defence team was prevented from fully cross-questioning witnesses; and the trial was postponed on six occasions, each time disrupting the defence team that travelled from Lilongwe and Dar-es-Salaam. In April 2017, after almost five months in detention, the eight people were convicted of Criminal Trespassing and carrying out a reconnaissance operation without a permit, and given suspended four-month sentences.

Nigeria signs agreement with Rosatom. Last issue we made a funny remark about Nigeria’s announcement that it selected two sites for the construction of nuclear power reactors, but only a few days later the country signed a cooperation accord with Russia’s Rosatom towards the construction of its first nuclear power plant. Rosatom chief Sergei Kiriyenko signed a memorandum of understanding with the chairman of the Nigerian Atomic Energy Commission, Franklin Erepamo Osaisai. Its terms will see the two countries "prepare a comprehensive program of building nuclear power plants in Nigeria," including the development of infrastructure and a framework and system of regulation for nuclear and radiation safety.

Sergei Kiriyenko is quoted in Leadership newspaper to have said that  the contract would cover the building of nuclear power plant (1200MW) worth about US$4.5 billion (about N697 billion). In 2010 Nigeria said it aimed to have 1000 MW of nuclear generation in place by 2019 with another 4000 MW online by 2030. Although not all contracts Rosatom signed have materialized in the past, however, Nigeria is, one of the very few African countries pursuing a nuclear energy program.

Fear nuclear safety is in stake in harsh competition for sales.
Nuclear-reactor makers are offering prices too low to cover costs to win orders abroad in a strategy that puts earnings at risk, according to Andre-Claude Lacoste, head of the French Autorite de Surete Nucleaire regulator. “Export contracts for nuclear plants are being obtained at pure dumping-level prices,” Lacoste fears that nuclear safety could be compromised in trying to win tenders. “Prices accepted by vendors and obtained by buyers are unsustainable,” he said. “There aren’t many tenders, which is why competitors are ripping each other off. It’s already a serious matter, and we need to make sure that there’s no dumping on safety on top of that.”

Academic study on IAEA.
Just published: a new research report Unleashing the Nuclear Watchdog: Strengthening and Reform of the IAEA, by Trevor Findlay. The report is the outcome of the two-and-a-half year research project on “Strengthening and Reform of the IAEA” conducted by the CCTC and CIGI. The project aimed to carry out a “root and branch” study of the Agency to examine its current strengths and weaknesses and make recommendations for bolstering and, if necessary, reforming it. According to the preface this academic study of the Agency “is needed not just in the light of accumulating challenges to the IAEA’s future and the increasing demands made on it by its member states, but because the Agency itself is demanding more support and resources. At a time of financial stringencies, many of the countries that traditionally have offered such support seek proper justification for any increases.” Findlay concludes that the IAEA is irreplaceable: “like the United Nations itself, if it did not exist it would have to be invented”.

However, this report is a good source for general information about the Agency that was founded to “accelerate and enlarge the contribution of atomic energy to peace, health and prosperity throughout the world,” while ensuring, “so far as it is able,” that this does not “further any military purpose”.

China: nuclear safety plan but no approval for new projects yet.
China has approved a nuclear safety plan and says its nuclear power plants meet the latest international safety standards, though some plants need to improve their ability to cope with flooding and earthquakes, state media said on May 31. But the government has not made any decision on when to start approving new nuclear plant projects.

China suspended approvals of new nuclear power plants in the wake of Japan's nuclear crisis in March 2011 following a devastating tsunami, and ordered nationwide safety checks on existing plants and construction sites. It also pledged to review its nuclear power development plan. The State Council, China's Cabinet, now approved a nuclear safety plan for 2011-2015 in a meeting chaired by Premier Wen Jiabao. China also aims to enhance nuclear safety standards and lower the risks of nuclear radiation by 2020, the report said.

A nine-month safety inspection of China's 41 nuclear power plants, which are either operating or under construction, showed that most of China's nuclear power stations meet both Chinese and International Atomic Energy Agency standards, according to the report. However, some individual power plants need to improve their ability to prevent damage from serious accidents such as earthquakes, flooding or tsunami, it said.

Switzerland: court rejects Mühleberg extension.
BKW, the operator of the Mühleberg nuclear power plant, must submit a full maintenance plan, or shut down the plant in June 2013. The Federal Supreme Court has rejected BKW’s request for an injunction, after earlier this year the Federal Administrative Court pulled Mühleberg’s right to an unlimited permit. Federal environment officials had reasoned BKW could have an indefinite operating permit so long as the Federal Nuclear Safety Inspectorate was monitoring site maintenance and safety issues. The court ruled BKW needed to submit maintenance and safety plans, especially with known concerns over the site’s cooling system, and cracks in the core shroud.

Lithuania opposes construction of N-plants close to its borders.
On May 28, Lithuanian Foreign Minister Audronius Azubalis blasted plans by Russia and Belarus to build nuclear power plants close to its borders, accusing both of lax safety and environmental standards and "bypassing international safety and environmental standards." "This is not just an issue for Lithuania... it should be a matter of concern to all countries in this region. We should do everything possible to make these two projects develop according to international standards. It is vital," Azubalis said, following talks in Riga with Latvian Foreign Minister Edgars Rinkevics. Rinkevics offered a cautious endorsement of Azubalis' concerns.  Asked by AFP what proof Lithuania had concerning the safety of the Russian and Belarusian projects, Azubalis said he had yet to receive satisfactory responses to written requests for information through official channels including the International Atomic Energy Agency (IAEA) and Espoo Convention Committee. The Lithuanian foreign ministry provided AFP with a document dated May 4 expressing "deep concern" over an alleged recent accident at Russia's Leningrad NPP-2 nuclear facility, which is still under construction. "The incident in Leningrad NPP-2 raises a number of serious questions about the safety of this and two other planned (plants) near Lithuanian borders and the capital Vilnius which are projected to be based on the same technology and possibly the same means of construction," the document states.

Lithuania and Latvia, together with Estonia and Japanese company Hitachi, have putative plans of their own to construct a joint nuclear power plant at Visaginas in northern Lithuania to replace the Soviet-era Ignalina facility which was shut down in 2009.

Flying into trouble at Sellafield
Unusual pathways by which radioactivity routinely escapes the confines of nuclear sites are well documented with one recent example to hit the headlines being the 6000 mile transportation of radioactive contamination by bluefin tuna from the polluted waters around the crippled Fukushima nuclear power plant to the coasts of North America. An even more recent case has however turned up very much closer to home – at Sellafield.
No stranger to unusual pathways for radioactivity - as 2000 Cumbrian feral pigeons and a host of seagulls will know to their cost - the site’s latest victims have been identified as a number of swallows which, gorging on the mosquitos that flit over the waters of Sellafield’s radioactive storage ponds, have taken up residence in Sellafield’s transport section.  As confirmed by the Environment Agency last week to a meeting of the Environmental Health Sub-Committee of the West Cumbria Sites Stakeholder Group, the birds’ droppings from around their roost/nesting sites have been found to be radioactively contaminated. Whilst neither the contamination levels nor the number of swallows involved was provided, the Environment Agency told the Committee that measures were being taken by Sellafield Ltd to tackle the mosquito problem.
CORE’s spokesman Martin Forwood commented; “These much-loved and now radioactive birds and their offspring will unwittingly be carrying a highly toxic message from Sellafield when they migrate back to Southern Africa at the end of the summer - a distance at least equivalent to that recently undertaken by the bluefin tuna.”

U.K.: Chernobyl restrictions sheep lifted after 26 years.
Twenty-six years after the April 26, 1986, explosion at Chernobyl reactor 4, restrictions remained on 334 farms in North Wales, and eight in Cumbria. But as of June 1, the Food Standards Agency (FSA) regulations on these farms were lifted. In the aftermath of the 1986 Chernobyl disaster, when radioactive rain swept the UK, farmers saw their livelihoods and even their families threatened. Some 9,700 farms and four million sheep were placed under restriction as radioactive cesium- 137 seeped into the upland soils of England, Scotland and Wales.

Before June 1, any livestock for breeding or sale had to be assessed with gamma monitors by officials from Defra or the Welsh government. Sheep found to exceed the legal radiation dose (1,000 Becquerel per kilo) were moved to the lowlands before sale, and had the farmers wanted to move their flock, they had to seek permission.

The FSA said the restrictions had been lifted because “the current controls are no longer proportionate to the very low risk”. No sheep in Cumbria have failed the monitoring criteria for several years, and less than 0.5 per cent of the 75,000 sheep monitored annually in North Wales fail.  But not everyone agrees with lifting the restrictions. An anonymous farmer with a flock of 1,000 ewes, was quoted in the Independent saying: “The feeling I have is that it should still be in place. The food should be kept safe.”

Australia: at last: Kakadu Koongarra victory.
The Kakadu National Park in the Northern Territory is set to be expanded, with the inclusion of land previously earmarked land for uranium mining known as Koongarra. The Northern Land Council (NLC) has agreed for a 1,200 hectare parcel of land containing rich reserves of uranium to be incorporated in to the park. This looks like the final step in a long battle that Aboriginal traditional owner Jeffrey Lee has waged to protect his land from mining. The uranium-rich mining lease Koongarra was excised from Kakadu when the conservation area was established in the late 1970s. The lease is held by French company Areva, which wanted to mine the area for uranium. Two years ago, Mr Lee, the sole traditional owner of the land, called on the Federal Government to incorporate it in to Kakadu. The Government accepted the offer and referred the matter to the NLC. The NLC conducted consultations and its full council has agreed to endorse Mr Lee's wishes. The council and land trust will now move to enter an agreement with national parks to incorporate Koongarra into Kakadu. The Koongarra area includes the much-visited Nourlangie Rock (Burrunggui/Anbangbang) and is important in the Rainbow Serpent and Lightning Man stories.

In June 2011, the Koongarra site was added to the World Heritage List during a meeting of the Unesco World Heritage Committee in Paris. The French nuclear energy company Areva, had unsuccessfully asked the committee to remove Koongarra from its agenda.

It is not known if Areva will attempt to take any action over the decision to include Koongarra in the Kakadu national park

Japan: Smartphone capable of measuring radiation.
On May 29, the Japanese company Softbank Mobile unveiled a smartphone capable of measuring radiation levels in a bid to respond to growing demand for dosimeters in the aftermath of the Fukushima nuclear disaster. Users can measure radiation levels by pressing and holding a button on the phone, and the device can be set to a constant measurement mode or plot readings on a map, according to Softbank.

The Pantone 5 107SH, manufactured by Sharp Corp., is equipped with a sensor that can measure between 0.05 and 9.99 microsieverts per hour of gamma ray in the atmosphere. The product is aimed at ''alleviating as much as possible the concerns of mothers with children,'' the mobile operator said in a statement, adding it will go on sale sometime in mid-July or later.

Public acceptance – what holds back the nuclear industry?
“Multiple structural barriers inside the nuclear industry tend to prevent it from producing a united pro-nuclear front to the general public. Efforts to change public opinion worldwide must deal with these real-world constraints.” In an article called: Public acceptance – what holds back the nuclear industry? Steve Kidd (deputy director-general of the World Nuclear Association) is asking if “we have probably begun to reach some limits in employing a fact-based strategy to improve public acceptance of nuclear. Huge efforts have been made to inform people about nuclear by freely providing a lot of good information. But the message doesn’t seem to hit home with many.” He is explaining why and how to overcome this in an article in the May issue of Nuclear Engineering International.

In the next episode he will look at the possibilities of increasing public acceptance in more detail.

Israel: first permit for uranium exploration.
Israel’s Energy and Water Ministry on April 3 granted Gulliver Energy the first ever uranium exploration permit. The Israeli oil and gas exploration company is headed by former Mossad intelligence agency director Meir Dagan. In a statement dated April 3, Gulliver said the permit is for a year and covers 1,200 acres in Israel’s northern Negev Desert region near the town of Arad. The area to be explored extends to the Dead Sea. Gulliver requested the permit after radioactive material was discovered at shallow depths of less than 100 meters during oil exploration testing last year. A feasibility study conducted in the past year concluded there was a high probability of finding uranium there. Initial tests were conducted to a shallow depth but further tests at various depths are planned in order to assess the prospects for finding uranium.

Arad Mayor Tali Peloskov said the town will not allow any mining in the area. He has requested a meeting with Deputy Health Minister Yakov Litzman on the matter in order to assess the health risk of mining in the area. Local residents who are opposed to mining operations have also set up a lobby to oppose efforts to mine for uranium as well as phosphates near the town. The land involved is near large phosphate reserves. Israel conducted a national uranium survey in the late 1980s, and the region near Arad was found to have potential for uranium. In the past Israel attempted to extract uranium from phosphates. The Weizmann Institute of Science, a multidisciplinary research institute in Rehovot, Israel, developed a technique that was costly and the project was dropped. Neither the company nor the ministry has said whether the uranium would be used in Israel or exported.

Myanmar: no longer pursuing nuclear program.
Myanmarese President Thein Sein said on May 14, the country had given up its plan to develop nuclear programs in cooperation with Russia in the mid-2000s. Sein told visiting Korean President Lee Myung-bak that Russia offered to build two 10 megawatt nuclear reactors for civilian, not military, use. But the country’s military junta did not pushed the project due to its inability to manage it, he was quoted as saying by Lee’s security aide Kim Tae-hyo. In 2007, Russia's atomic energy agency and Myanmar signed a deal to build nuclear research reactor. Reports said the reactors would use low enriched uranium consisting of less than 20 percent uranium-235. The plans to buy a nuclear reactor from Russia have been in the pipeline for years, and were met with suspicion. Brazil shelves plans to build new nuclear plants.
Brazil announced on May 9, it has abandoned plans to build new nuclear power stations in the coming years in the wake of last year's Fukushima disaster in Japan. The previous government led by former president Luiz Inacio Lula da Silva had planned to construct between four and eight new nuclear plants through 2030. But the energy ministry's executive secretary, Marcio Zimmermann, was quoted as telling a forum May 8, that there was no need for new nuclear facilities for the next 10 years. "The last plan, which runs through 2020, does not envisage any (new) nuclear power station because there is no need for it. Demand is met with hydro-electrical power and complementary energy sources such as wind, thermal and natural gas."

Brazil has two PWR in operation. The Angra I was the first Brazilian nuclear reactor, which has been hampered by problems with corrosion in the steam generators due to a metal alloy used by westinghouse, which forced the recent replacement of both steam generators.

The Angra II reactor was completed after more than 20 years of construction, as costs soared from initial estimates of 500USD/kW in 1975 to over 4000USD/kw.
The total cost of Angra III, whose completion has been delayed for years, will be around 10 billion Brazilian reais (US$5.9 billion, 4.7bn euro).

Used parts sold for new in South Korea.
On May 11, a South Korean businessman has been jailed for three years for supplying potentially defective parts to the country's oldest atomic power plant Gori, near Busan. The man, identified only as Hwang, was sentenced for selling recycled turbine valve parts. He cleaned and painted used parts stolen from the plant's dump by an employee. He then sold them back to the plant, on three occasions since 2008, disguising them as new products. Hwang pocketed some three billion won (US$2.6 million) through the fraud, according to the court. The plant employee who stole the scrapped parts was sentenced to three years in prison in April.
There have been previous scandals over potentially defective parts in nuclear power plants. In April the nuclear safety watchdog launched an investigation at Gori and another plant, after they were found to be using components developed by a local company but based on illegally obtained French technology. The Gori-1 Reactor at the plant was also at the centre of a scare in February when it briefly lost power and the emergency generator failed to kick in. Several officials and engineers have been punished for covering up the incident.

Nigeria’s Kogi and Akwa Ibom states are being put forward as proposed areas for nuclear reactors, pending approval of the federal executive council, the Nigeria Atomic Energy Commission (NAEC) has said. Chairman of the commission, Dr Erepamo Osaisai, said it would submit the two locations for the siting of nuclear power reactors in the country soon to the Presidency. Dr Osaisai made the disclosure in a lecture to the fellows of the Nigerian Academy of Engineering in Sheda, Abuja. He said the preliminary sites' survey and evaluation project investigated a number of technical, environmental, security, social and economic issues. The two locations are within Geregu and Ajaokuta local governments in Kogi State and Itu Local Government in Akwa Ibom.

Nigeria is planning to generate 1000 MW of electricity through nuclear energy by 2020 and gradually increase it to 4000 MW by 2030. Osaisai expects that NAEC will apply for the licensing of the approved sites by the end of 2013. He said a draft law for the implementation of the national nuclear power program has been developed and has been subjected to detailed scrutiny by all major stakeholders with technical input of the International Atomic Energy Agency (IAEA), according to the news report.

Tanzania: uranium mining threat to World Heritage site.
The Unesco World Heritage Committee (UWHC) will break the deadlock in June when it will decide whether or not to allow mining of uranium in Selous Game Reserve, one of the largest remaining wilderness areas in Africa, harboring the largest elephant population on the continent. The Mkuju River Uranium Project is planned by Russian ARMZ, a subsidiary of Rosatom and Canada-based UraniumOne. A decision on whether to change the boundary of the World Heritage site Selous Game Reserve and thus 'pave the way' for uranium mining - or not, will be made by the World Heritage Committee at its June 2012 session in St. Peterburg, Russia.

According to deputy minister for Natural Resources and Tourism, Mr Lazaro Nyalandu, any move by the committee to halt uranium extraction would be a big blow to Tanzania which has been insisting that its extraction is critical to funding the country’s development programs and driving its economy. Some international as well as local environmentalists and politicians, including a handful of MPs, have strongly opposed the mining plans. They have maintained that the mining project would have a devastating impact on the economic and social fronts, and would deal a major blow to the ecology of the region. However, Tanzania went ahead and applied to the Unesco World Heritage Committee for permission to mine uranium at the 5-million hectare game reserve in the south of Tanzania.

Oppose Nigeria's nuclear plans.
On September 15, President Goodluck Jonathan formally inaugurated Nigeria's Atomic Energy Commission and urged its members headed by Erepamo Osaisai to quickly evolve implementable plans and timelines for the delivery of atomic energy for peaceful purposes in the country. We recall that the Nigeria Atomic Energy Commission was established in 1976 to investigate the development of nuclear energy but little progress was made. It was reactivated in 2006 and President Jonathan appointed a new team this year.

Nigeria has the world's seventh-largest natural gas reserves, yet the nation is blighted by persistent electricity outages which force businesses and individuals who can afford them to rely on generators. Much of this vast gas reserves sit untouched under the ground or are flared into the sky. Despite being Africa's biggest crude oil exporter, decades of corruption and mismanagement mean Nigeria has never built the infrastructure to farm its huge oil and gas resources for much-needed domestic use.

Deficits in our existing institutions remain a defining albatross on the path to meaningful development. Cut to the bone, this scenario suggests that Nigeria currently lacks the indigenous capacity, supporting infrastructure, discipline and security wherewithal to build and manage an atomic power plant. It simply is another way of courting disaster - one we cannot manage.

Let us explore and exploit other safer, rational options. These include solar, gas, hydro, wind and coal options. Nigeria has these resources in stupendous quantities. A presidential directive requesting timelines for the generation of electricity through these options is far better than the timelines he recently demanded from the newly-inaugurated Atomic Energy Commission. Our scientist-president should think again.

Belene construction agreement extended.
Russia's AtomStroyExport (ASE) and Bulgaria's National Electricity Company (NEK) have signed a supplement to their agreement on the construction of the Belene nuclear power plant, extending it until the end of March 2012. Under an earlier extension, the agreement - originally signed in 2006 - was extended until 30 September. According to ASE, the extension 'confirms the parties' interest in the continuation of the project.' NEK said that during the next six months, the two companies will continue their activities related to completing a market study, clarifying the financial model and studying the project finance proposal submitted by financial advisor HSBC. It added that the extra time will allow Bulgaria to conduct an analysis of the results and recommendations of stress tests being performed at nuclear power plants across the European Union. ASE said that work on the foundation pit for the first reactor at Belene has now been completed. It said that a concrete plant at the site has already been put into operation and that water treatment plants have been built.

UAE: Construction first unit will start mid-2012.
According to the Emirates Nuclear Energy Corporation (Enec), a government establishment created last year to oversee the ambitious nuclear construction project, said it would launch construction work for the infrastructure of four planned nuclear power plants in Barrakah in the western region in mid 2012 to pave the way for their operation in 2017. The UAE will award a contract in early 2012 for the supply of nuclear fuel to run its four nuclear reactors which the country is planning to construct as part of an ambitious nuclear power program.

Under the agreement to built 4 nuclear reactors, inked on December 27, the state-owned Korea Electric Power Corp (Kepco) and is partners in the consortium will design, build and run the reactors that will produce 5,600 MW of electricity. The contract to build the reactors is worth about US$20 billion (15bn euro).

The UAE has said the project is intended to diversify its energy supply sources and meet its rapid growing electricity demand, which is projected to surge to around 40,000 MW in 2020 from nearly 15,000 MW in 2009. The nuclear project will provide nearly 25 per cent of the UAE’s total energy needs of nearly 40,000 MW in 2020. Around seven per cent will be generated through renewable energy and the rest through conventional means.

Pyhäjoki location for Finland's sixth reactor.
Fennovoima has chosen Pyhäjoki as the site for its nuclear power plant. Pyhäjoki municipality is located in North Ostrobothnia and the nuclear power plant will be constructed on Hanhikivi peninsula on the coast of Bothnian Bay. For the basis of the site selection, assessments were carried out during some four years. In the beginning of Fennovoima project in summer 2007, the company had almost 40 alternative sites. The number of alternatives was decreased gradually based on assessments and in December 2009 Fennovoima ended up having two alternatives, both located in Northern Finland: Pyhäjoki and Simo municipalities. In the final site decision, safety, technical feasibility, environmental matters, construction costs and schedule were the main factors examined as well as the ability of the site region to support a project that will bring thousands of people to work and use services there.

Fennovoima continues now the planning work together with the municipality, authorities and the plant suppliers and prepares applying for various licences and permits. For example, more detailed bedrock, environmental and water studies will be carried out on the Hanhikivi peninsula. Simultaneously, other preparations for the future phases of the project are carried out together with Pyhäjoki and Raahe region. First preparatory works on Hanhikivi will be started in the end of 2012 at earliest. The construction schedule will be elaborated after the plant supplier has been selected. Fennovoima sent bid invitations for Areva and Toshiba in July 2011 and the plant supplier will be chosen in 2012-2013.

Fennovoima has two owners: Voimaosakeyhtiö SF and E.ON Kärnkraft Finland. Voimaosakeyhtiö SF owns 66 percent of Fennovoima and nuclear expert E.ON Kärnkraft Finland 34 percent. Altogether Fennovoima has 70 shareholders. Voimaosakeyhtiö SF is owned by 69 finnish regional and local energy companies as well as companies in trade and industry.

Finland has 4 reactors in operation (two at Lovisa and two at Olkiluoto). The fifth (Olkiluoto-3) in under construction; over budget and over time.

Health effects radiation suppressed by tobacco companies.
Tobacco companies knew that cigarette smoke contained radioactive alpha particles for more than four decades and developed "deep and intimate" knowledge of these particles' cancer-causing potential; however, they deliberately kept their findings from the public. The study, published online in Nicotine & Tobacco Research, the peer-reviewed journal of the Society for Research on Nicotine and Tobacco, adds to a growing body of research detailing the industry's knowledge of cigarette smoke radioactivity and its efforts to suppress that information. The UCLA researchers analysed  dozens of previously unexamined internal tobacco industry documents, made available in 1998 as the result of a legal settlement.

“The documents show that the industry was well aware of the presence of a radioactive substance in tobacco as early as 1959; furthermore, the industry was not only cognizant of the potential 'cancerous growth' in the lungs of regular smokers but also did quantitative radiobiological calculations to estimate the long-term lung radiation absorption dose of ionizing alpha particles emitted from cigarette smoke." The study’s first author, Hrayr S. Karagueuzian, a professor of cardiology who conducts research at UCLA's Cardiovascular Research Laboratory, said: ‘We show here that the industry used misleading statements to obfuscate the hazard of ionizing alpha particles to the lungs of smokers and, more importantly, banned any and all publication on tobacco smoke radioactivity.” 

The radioactive substance, which the UCLA study shows was first brought to the attention of the tobacco industry in 1959, was identified in 1964 as the isotope polonium-210, which emits carcinogenic alpha radiation. Polonium-210 can be found in all commercially available domestic and foreign cigarette brands, Karagueuzian said, and is absorbed by tobacco leaves through naturally occurring radon gas in the atmosphere and through high-phosphate chemical fertilizers used by tobacco growers. The substance is eventually inhaled by smokers into the lungs.

Dounreay: Belgium waste to be returned.
Dounreay has announced the return of reprocessing wastes from the BR2 research reactor in Belgium. The BR2 reactor in Mol was a good customer for Dounreay over the years, receiving new enriched uranium fuel from the reprocessed spent fuel. It planned to send considerably more spent fuel to Dounreay but the reprocessing plant was closed by a leak and never reopened. Wastes have already been returned to France and Spain. One Dounreay reprocessing customer has requested the substitution of vitrified high-level wastes for the intermediate level wastes at Dounreay (a consultation on this was held in 2010). However, Belgium wants to take back the intermediate level waste, as required by the original contract with Dounreay. Dounreay also had contracts with Australia, Germany and for Italian-owned fuel from Denmark.

There are 153 tons of BR2 reprocessing wastes cemented into 500-liter drums and this will involve an estimated 21 shipments over four years, starting this autumn. The shipments will be from Scrabster and will probably involve the former roll-on/roll-off ferry, the Atlantic Osprey.

IAEA Inspector exposed to radiation.
On October 5, the International Atomic Energy Agency (IAEA) reported that one of its nuclear inspectors had been exposed to radiation during a 4 October inspection of the Belgoprocess nuclear waste facility in Dessel, Belgium. The inspector, along with an inspector from Euratom and a Belgoprocess employee, apparently received a dose of radiation after a vial or flask of plutonium accidentally fell on the floor, according to releases from the company and the Belgian Federal Nuclear Control Agency (AFCN). Plutonium is dangerous if ingested, but the amount received by the inspectors was less than the legal limit, the AFCN says. No radiation has been released beyond the site.

Atucha II, Argentina's third nuclear power plant.
President Cristina Kirchner inaugurated Atucha II, Argentina's third nuclear power plant on September 28. The German-designed reactor is expected to be fully operational in six to eight months after engineers run a series of tests. Construction of the plant began in July 1981, but work soon stopped and did not resume until 2006, when then-president Nestor Kirchner (2003-2007), the current leader's late husband, ordered the plant to be completed.

Argentina's other nuclear plants are Atucha I (335 megawatts) and the Embalse plant (600 megawatts). Once Atucha II is online 10 percent of Argentina's electricity will be produced by nuclear power. Plans are on the drawing board for Atucha III plant as well as an overhaul of the Embalse plant to add 30 years to its operational life, said Planning Minister Julio de Vido. Embalse was connected to the grid in 1983. Atucha II is located on the banks of the Parana river in the town of Zarate, some 100 kilometers north of the capital Buenos Aires. It was built at a cost of more than 2.4 billion dollars.

Another USEC deadline for DOE loan guarantee.
On September 30, USEC, announced morning it will reduce its spending on the American Centrifuge Project (ACP) in Piketon by 30 percent over the next month. It will also send out notices to its 450 employees Ohio, Tennessee and Maryland that layoffs are possible if the company doesn’t receive a loan guarantee before October 31. USEC has invested approximately US$2 billion in the ACP but needs significant additional financing to complete the plant. In 2008, USEC applied for a US$2 billion loan guarantee from Department of Energy for construction of the ACP. USEC significantly demobilized construction and machine manufacturing activities in 2009 due to delays in obtaining financing through DOE’s Loan Guarantee Program. Since then, many 'final' deadlines were set by USEC (three in the past half year: June 30, Sept. 30 and now Oct, 31) to obtain the loan guarantee.

In a call with investors, USEC President and CEO John Welch said the company must see a loan guarantee during the next month or risk the end of the project. USEC expects October “to be a month of intense interaction with the DOE,” in hopes of securing the loan guarantee.

The company had faced a September 30 deadline with two investors — Toshiba America Nuclear Energy Corporation and Babcock & Wilcox Investment Company — to receive a US$2 billion loan guarantee. They agreed September 30 to extend that deadline to October 31. If USEC receives the loan guarantee, the companies have promised US$50 million to support the project.

In a statement, DOE Spokesman Damien LaVera said, “The Department of Energy has been working closely with USEC as the company has continued to test and validate its innovative technology, obtain private financing and meet other benchmarks that would be required for a successful loan guarantee application. We are strongly committed to developing effective, domestic nuclear enrichment capabilities and are looking at all options on a path forward.”

The ACP will utilize USEC’s AC100 centrifuge machine, which has been developed, engineered and assembled in the US. The AC100 design is a disciplined evolution of classified U.S. centrifuge technology originally developed by DOE. DOE invested already US$3 billion over 10 years to develop the centrifuge technology.

Taiwan: nuclear accident compensation increased.
On September 30, the Taiwanese Cabinet approved an amendment to the Nuclear Damage Compensation Act that imposes heavier compensation liability on nuclear power operators in the event of natural disasters such as an earthquake or a typhoon. Under the amendment, the maximum amount of compensation for losses caused by a nuclear accident was increased from NT$4.2 billion (US$138 million or 103 million euro) to NT$15 billion (US$5 mln or 3.7 mln euro) and the allowed period for compensation claims was extended from 10 to 30 years.

The amendment came after the Atomic Energy Council reviewed the act, which had not been amended since it was first enacted in 1997, in the wake of the nuclear accident at Japan’s Fukushima Daiichi Nuclear Power Plant. Democratic Progressive Party Legislator Tien Chiu-chin said the amendment fell short of her expectations as she had suggested further lifting the ceiling on compensation liability.

36 year old construction permit extended. The US Nuclear Regulatory Commission (NRC) has extended the construction permit for the unfinished Bellefonte unit 1 in Alabama.
The construction permit was originally granted in 1974. It was suspended in 1988, when Tennessee Valley Authority (TVA) decided to halt work on the project, but the NRC agreed in 2009 to reinstate the permit. With the reinstated permit due to expire on 1 October 2011, TVA lodged an application for an extension in October 2010. The NRC has now agreed to that extension, meaning that the construction permit will remain valid until 1 October 2020. (see more in Nuclear Monitor 732, 9 September 2011)

Swiss parliament, no new reactors.
On September 28, the Council of States has followed the government’s lead by voting not to replace the country’s five nuclear power stations  and boost renewable energy resources. Switzerland currently has five nuclear power plants that will gradually come off the power grid at the end of their 50 year (!) lifespan: the first one in 2019 and the last one in 2034. The Senate followed the House of Representatives in calling on the government to ban new nuclear plants but keep parliament "informed about innovations in the field."

The clear result of the September 28 vote - with a three to one majority - came after a parliamentary committee prepared a compromise formula, promoted by the centre-right Christian Democratic Party, which will give parliament another chance to have a say at a later stage. “Even if we were to ban nuclear power plants now our successors in parliament could still one day decide on building on new reactors,” a Christian Democratic Senator, Filippo Lombardi from Ticino, said on behalf of the committee. Discussions on nuclear power are due to continue in the new parliament which is due to convene for the first time in December following general elections next month.

The Social Democrats, the Greens as well as the Christian Democratic Party hailed the Senate decision as an important step towards a new energy policy amid calls for further measures to switch to more renewable energy sources.

The government called for a withdrawal from nuclear energy in May – a proposal backed by the House of Representatives a month later.

Hinkley Blockaded: No New Nuclear Power!
More than 300 people (even up to 400, according to a BBC-report), successfully sealed off the main entrance to Hinkley Point nuclear power station in Somerset for nine hours on 3 October in opposition to EDF Energy's plans to build two new mega-reactors on the site. EDF said of 500 employees at the plant, only essential staff had been called in and had arrived by bus at dawn.

Blockaders were joined by a theatrical troupe who enacted a nuclear disaster scenario, while Seize the Day provided a musical backdrop to the event. 206 helium balloons were released to represent the number of days since the Fukushima meltdown. The balloons will be tracked, to show which areas of the West Country would be worst affected by a nuclear disaster at Hinkley.
