Stop import of nuclear electricity from Russia

Russian and Norwegian environmental NGOs oppose increased electricity trade between Russia and western countries, as long as common environmental and safety standards are absent. They urge the Finnish government to stop future import of nuclear electricity from the new Leningrad Nuclear Power Plant-2 (LNPP-2) in Russia. This import will be facilitated by the new power cable between Sosnovy Bor (St. Petersburg region, Russia) and Vyborg (Russia).

The Russian company JSC Edinaya Energeticheskaya Sistema (Unified Energy System of Russia), in cooperation with the State Corporation on Nuclear Energy (Rosatom), is laying an underwater 1000 MW power cable from the  new Leningrad nuclear reactor -2 (LNPP-2, under construction) on the south shore of the Gulf of Finland, to a point south of the city of Vyborg on the north shore. A public hearing of the environmental impact assessment (EIA) of the cable project was held in Sosnovy Bor in December 2011.

The cable will have a capacity of 1000 MW, and is capable of transporting electricity directly from 1 out of 4 units of VVER-1200 nuclear reactors of the New Leningrad NPP-2. The cable will bypass the limitations in the transmission lines around St Petersburg, and allow a more direct access to the international electricity market via Finland.  In the last years Russian-Finnish transfer of electricity has been about 10-11 TWh/year. This is about the equivalent of the electricity production of the 2 oldest Chernobyl type reactors of Leningrad NPP. These reactors have received a license for the prolonged operation after reaching their 30 years design limit. This political decision was adopted without public participation and EIA.

The High Voltage Direct Current power link-project will decrease environmental safety in the Baltic part of Russia by promoting the prolongation of old and unsafe nuclear reactors and the accumulation of nuclear and radioactive waste on the coastline of our common Baltic Sea. It will lead to environmental dumping, due to lower safety and environmental standards in Russia.

The transport of nuclear electricity is not solely a bilateral decision between Russia and Finland. Also other Nordic and EU countries will be influenced, as electricity imported to Finland will reach the common Nordic and EU market.

1. The new cable leads to environmental dumping

- Electricity import from Russia represents the dumping of cheaper electricity produced with lower environmental and safety standards, on the Nordic market.
Northwest Russia has excess electric generating capacity because of prolonged operation of the first generation nuclear reactors. The reactors have not only passed their 30 year of designed lifetime, but they are also built with serious safety design deficits that make it impossible to meet European safety standards. For instance, EU told Lithuania to close down Ignalina nuclear power plant for safety reasons, although its reactors were newer and better than the two oldest reactors at Leningrad Nuclear Power Plant.  

- A common market should have common standards.
EU’s position in the energy dialogue with Russia has been that a common EU and Russia electricity market should have common environmental standards. Therefore EU has shown reluctance to import Russian electricity before environmental and safety conditions are improved. As members of EU, Finland should not act in a way that contradicts this position. 

- Environmental dumping is bad both for the environment and for competition.
The prolonged operation of Russia’s first generation nuclear power reactors will decrease the level of environmental safety in the whole Baltic Region populated by more than 90 million people. In addition to harming the environment by decreasing the level of environmental safety, different standards in the same market is unfair competition.

2. The new cable helps prolongation of old and unsafe nuclear reactors

- Electricity import provides money for the Russian nuclear industry.
Russia’s nuclear operator RosEnergoAtom is one of the companies that will receive increased income from the electricity export. Earning money from electricity export, the operator of the old reactors will be more likely to continue operation. Even though there is surplus capacity of electricity generation in North West Russia, old nuclear reactors that have reached the end of their planned lifetime have received permission for prolongation of operations. This is done without public debate or necessary environmental impact assessments (EIA).

- Electricity import from Russia results in prolongation of old reactors.
Thus the proposed cable will decrease the level of environmental safety in the whole Baltic Region populated by more than 90 million people.

- Electricity import makes the work for decommissioning even more difficult.
Environmental NGOs in Russia work for decommissioning of old reactors, but face a tough challenge in today’s Russia, where organisational freedom is limited. The court system is also not working in our favour. Electricity import from Russia will counteract their efforts.

- The Russian courts have denied the right of NGOs to stop unlawful lifetime extension
Russian NGOs have attempted to use the legal system to stop the unlawful lifetime extension of the old reactors at the Leningrad nuclear power plant, but the effort has not been successful. The courts have so far blocked any discussion of this problem with Russian NPP operators and regulators of nuclear safety.

- Setting conditions for electricity import is a way to help decommissioning.
The Nordic countries, EBRD (The European Bank of Reconstruction and Development) and others have given financial and technical support for safety measures at the old reactors, on the condition that they close at the end of their designed lifetime. Nevertheless, RosEnergoAtom has chosen to prolong their operation. By unconditionally buying the power from RosEnergoAtom, the Nordic countries undermine their own possibilities for actual influence on Russian authorities on this issue.

Chernobyl: 26 years later; sheep restrictions Norway and UK

26 years have gone by since the Chernobyl disaster but Norway continues to suffer the effects of and be vulnerable to nuclear fallout. Animals have been feeding off Norwegian radioactive-laced vegetation following Chernobyl’s reactor number four explosion on 26 April 1986. Worst affected were mountainous parts in the Midt-Norge region following the heavy rain showers. Meanwhile, in the UK a consultation is underway about lifting all post-Chernobyl sheep restrictions.

In Norway, major quantities of meat had to be destroyed in the years following Chernobyl, with subsequent generations of mushroom and grass-loving sheep having been measured for radioactivity and treated using a method called “foddering down” ever since. The process involves feeding the animals a controlled cesium-free diet, sometimes laced with a cesium binder (normally ferrocyanides of iron, also known as Prussian blue) six weeks prior to slaughtering.

At the time of the accident, the Norwegian Ministry of Agriculture expressed fears that as many as 100,000 sheep, which spend most of the summer on semi-wild mountainside or woodland pastures, may have to be treated for radioactivity because of a bumper mushroom crop. Since then, a total of 300,000 animals have had to be treated. (Of course, the contaminated mushrooms are to be avoided too)

Chernobyl has cost Norway over 650 million Norwegian Kroner (US$115 million, 87 million euro) so far, according to an estimate made in September 2009. Adding to the size of the bill are the annual costs of monitoring and treatment of crops and livestock for radioactivity. This has become an annual ritual in Norway since the accident. “The decrease in radioactive contamination is slower for each year that passes. Nobody could have predicted that this would take so long,” according to Astrid Liland, departmental head at the Norwegian Radiation Protection Authority.

Lately, reports have surfaced that some sheep in certain parts of Norway contain 4,000 Becquerel per kilo of meat, almost six times higher than recommended by Norwegian Radiation Protection Authority (NRPA) officials. The Norwegian Food Safety Authority’s Magnar Grudt tells NRK, “It’s way above the allowed limit for meat trading. 600 Becquerel per kilo is the maximum permitted for sheep.”

Levels have not changed for the past few years and other parts of Norway also still feeling the Chernobyl effects. 14 of 23 municipalities in the county of Nord-Trøndelag currently contain animals that will have to undergo “foddering down” after the end of this year’s grazing season in the autumn.

Food Safety Authority officials underline the meat then is perfectly eatable without risk to members of the public following this process, but Magnar Grudt exclaims, “We were given measuring equipment in 1987 and learnt how to us it. Nonetheless, we never thought we would still be measuring radioactivity in sheep today. It’s unthinkable.”

UK: Lifting of restrictions

In the UK, the Food and Safety Agency (FSA) is currently holding a consultation process  and seeking views on the proposal to remove all remaining controls on the movement of sheep from the restricted areas, based on the assessment that the risk to consumers from radioactivity in sheep resulting from the Chernobyl nuclear accident is now very low. All restrictions were lifted in Northern Ireland in 2000 and Scotland in 2010.

The number of farms under restriction has reduced substantially over the years; out of the nearly 10,000 farms originally restricted across the UK only eight farms in Cumbria and 299 in North Wales remain (twenty-six years later) under full restrictions, although a number of these farms in North Wales are not currently active sheep farms. In addition, 28 farms in North Wales and one in Scotland have been released from formal controls but issued with Conditional Consents or Directions. These Conditional Consents or Directions have been issued on the basis of specific conditions pertaining to individual farms. The conditions are set on a case-by-case basis but, in general, they require that sheep are kept on clean pasture or clean feed for a period of time before they are sent for slaughter.

Unconditional Consents have been issued on 41 farms in England, seven in Wales and three in Scotland. These are farms that have met the criteria for derestriction and so have been removed from all formal controls and conditions, either pending revocation of the Food & Environmental Protection Act (FEPA) order or because the legislation does not easily permit their removal from the FEPA order.

The Food and Safety Agency has reviewed the controls that remain on the relatively small number of farms, to consider if they are still required to protect food safety. As part of this review, the use of the current limit of 1,000 Bq/kg (so higher as in Norway) as a measure of risk has been considered. Using a fixed limit of contamination, in effect, considers that sheep above 1,000 Bq/kg are unsafe and sheep below that level are safe. However, recent international guidance published by the International Commission on Radiological Protection has reinforced the view that protection from radioactivity should consider the actual risk to individuals (measured as the effective dose) rather than purely relying on a fixed limit of contamination. Therefore, the Agency has carried out an updated risk assessment to consider the actual risk to consumers from eating sheep meat originating in the restricted areas.

These controls comply with European Council Directive 96/29/Euratom, which lays down basic safety standards for the protection of the health of workers and the general public against the dangers arising from ionizing radiation. Article 53 covers intervention in cases of lasting exposure. This states that where the Member States have identified a situation leading to lasting exposure resulting from the after effects of a radiological emergency, they shall put measures in place that are necessary for the exposure risk involved. This can include monitoring of exposure and implementing any appropriate interventions. However, Article 48 of Directive 96/29 specifies that such intervention shall be undertaken only if the reduction in detriment due to radiation is sufficient to justify the harm and costs, including social costs, of the intervention; and so the updated risk assessment has led to a review considering whether this is still the case.

Criticism South Korean UAE contract
A news program has belatedly exposed the fact that the South Korean government agreed to provide a loan covering approximately half the construction costs for the exportation of a nuclear power plant to the United Arab Emirates. While the government explained that this was part of ordinary power plant export financing, controversy has been flaring up as this revelation couples with previous controversies over inflation of the order amount and the deployment of troops to the UAE as a condition for receiving the order. A Jan. 30 episode of the MBC program 'News Magazine 2580' revealed that in the process of signing a contract with the UAE for the power plant export in December 2009, the South Korean government agreed to provide a loan for approximately US$10 billion (7.25 billion euro) of the total order amount of US$18.6 billion through Korea Eximbank. In addition, the program reported that the repayment period was set at 28 years, and that the transaction generates a loss due to the fact that South Korea, which has a lower credit rating than the UAE, has to borrow the money at high interest rates and lend it at low interest rates. The program also reported that the construction has encountered setbacks, including a delay in the groundbreaking ceremony from its originally scheduled date in late 2010, as the Korean government has encountered difficulties coming up with the promised US$10 billion loan.

Germany: Complaints against runtime extensions to Constitutional Court.

In cooperation with citizens living close to Germany's seven oldest nuclear powerplants, Greenpeace has submitted a complaint to Germany's Constitutional Court (Bundesverfassungsgericht). While Greenpeace Germany generally argues that the runtime extensions endanger each citizen's right of being protected against bodily harm, the new constitutional complaint is specifically directed at the latest Nuclear Energy Law's paragraph 7d. The new §7d tells reactor operators, in rather poetic language, to reduce risks threatening "the population". This is, according to Greenpeace's law experts, a significant point. It means that individual citizens who have lately filed complaints (with support from Greenpeace) against the extension of the licenses for reactors in their neighborhood will be denied the right of action. In other words, the old Nuclear Law was designed to protect citizens and gave them the right to complain in local courts against the risks caused by the local polluter, and the new law withdraws this right.

Parallel to Greenpeace's action, two other complaints against the new Nuclear Law

will be filed at the Constitutional Court later this year. One is by a number of states of the German federation and the other is by groups of members of the federal parliament.

Norway: severe consequences of Sellafield accident.
An accident at the high-activity liquor storage at Sellafield would have severe consequences for Norway's wildlife, agricultural industry and environment. The Norwegian Radiological Protection Authority has published a second report on the consequences of a accident that releases just one per cent of the high-level liquid waste at Sellafield. This report looks at the consequences to the environment and animals, while the first report considered the fallout likely from a similar accident. The report use the typical weather experienced in October 2008 and only considers the release of caesium-137. An actual accident would release other radionuclides, particularly strontium.

It is estimated the amount of caesium-137 deposited on Norway would be about seven times that from Chernobyl. Direct costs from Chernobyl on agriculture and reindeer in Norway have been over 665 million kroner (US$118 million; 86 million euro) and there are still annual costs of 15 million kroner. Up to 80 per cent of all lambs in Norway would be expected to have excess radiation levels and restrictions apply for decades. The report is available at www.nrpa.no/dav/0942d3dc93.pdf

Canada: White Elephant 'Pointless Lepreau' reappears in New Brunswick.
The Point Lepreau nuclear generating station provides the quintessential definition of a white elephant. The aging nuclear plant opened its doors three times over budget in 1983. The Energy and Utilities Board refused to support spending on refurbishing it beyond its expected lifetime, but politicians went ahead anyway. Today, costs for the touch-and-go overhaul are already over Cdn$1.4 billion (1.4 bn US$, 1 bn Euro). The latest guess at a completion date is May 2012, a delay of almost three years. Damage to public and worker health and the environment have yet to be calculated and the final costs for taxpayers may not end for generations.

An alliance of public interest groups in New Brunswick, known as the Point Lepreau Decommissioning Caucus, is spreading a simple, but powerful message: Point Lepreau is a white elephant, we don't need it. Pointless Lepreau is old, sickly and on its last legs: Do Not Resuscitate. To underline the foolishness of refurbishing Lepreau, the groups are holding surprise events featuring their newest member, an actual white elephant costume aptly named Pointless Lepreau.

When the dust settles.
The International Coalition to Ban Uranium Weapons (ICBUW) and IKV Pax Christi have been working on a joint project to create an animated short film on the hazards of depleted uranium and the international campaign against its use and are happy to announce that the English language version has now been completed. We have sought to render down a complex issue into six and a half minutes and at present the animation is available in English and Dutch, we hope that additional languages will be available in future.

UK Gov't sending papers down the memory-hole. The UK government and its agencies like the Nuclear Decommissioning Authority (NDA; successor to Nirex) are trying to airbrush out the history of the attempt to find a nuclear waste repository in West Cumbria. Documents and scientific papers which were formerly available on their websites have been removed; the Nirex documents have been transferred to the safe keeping of the British Geological Survey, where they may be 'consulted' at Keyworth, Nottinghamshire. But nothing remains online, not even an index of the documents and reports. Now, David Smythe has re-scanned much of the material and collected links of other parts.

Sellafield (West-Cumbria) was disqualified for several reasons, but now NDA and government is looking again at that region for final disposal.

Monju: accident delays startup with 3 more years. The task of removing a device that accidentally fell into the prototype fast-breeder reactor Monju in August will delay its full startup about a year to 2014 or later.
The Japan Atomic Energy Agency, the operator of the 280 MW Monju reactor in Tsuruga, Fukui Prefecture, is expected to remove the device next summer or later and then conduct checkups, delaying the test operation initially scheduled to start next spring and subsequent full-fledged run. Removing the 3.3-ton device, which was used for fuel exchange before it fell into the reactor vessel in the Aug. 26 accident, requires special equipment, approval from the Nuclear and Industrial Safety Agency under the Ministry of Economy, Trade and Industry and a followup inspection.
Monju resumed operations with limited power output in May 2010 after 14 years and five months(!) of suspension due to a sodium coolant leak and a resultant fire and coverup attempt in 1995.

Extended operation for Paducah enrichment plant? US uranium enrichment company USEC said that it is working to extend the operation of its Paducah plant in Kentucky beyond May 2012, when the old and inefficient gaseous diffusion plant had been expected to shut down. The company said that it will "base its decision to extend operations upon economic considerations and the ability of the plant to operate profitably." The Paducah plant – currently the only operating uranium enrichment facility in the USA - is set to be replaced by USEC's planned American Centrifuge Plant (ACP) project in Piketon, Ohio.

The full ACP plant was originally expected to commence commercial operation in early 2010 and achieve full annual capacity at the end of 2012. However, early in 2009 the whole project was slowed pending funding through the Department of Energy (DoE) loan guarantee program, and in July 2009 it was suspended due to the DoE refusing to award a US$2 billion (1.5 billion euro) loan guarantee, and asking USEC to withdraw its application. USEC refused to do this, and in July 2010, it submitted an updated loan guarantee application to the DoE. In October 2010, DoE informed USEC that it has largely completed its initial technical review of USEC's application and is proceeding to the next stage of the loan guarantee process.

Although USEC earlier secured investment of U$200 million from Toshiba and Babcock & Wilcox to support the ACP, the company maintains that additional financing is needed to complete plant construction.

Italy: referendum on relaunching nuclear power.
Italy's constitutional court ruled on January 12, a national referendum could be held against the construction of nuclear power plants, dealing a potential blow to government plans to relaunch the sector. Prime Minister Silvio Berlusconi wants nuclear plants to generate a quarter of the country's electricity in the future. The court allowed a request by opposition politician Antonio Di Pietro for a referendum, which will take place between on a Sunday between April 15 and June 15.

Antonio Di Pietro is leader of Italia dei Valori (Italy of Values) a centrist political party and an outspoken opponent of nuclear power. An April 2010 petition by the party successfully gathered the 500,000 signatures of Italian voters needed for the referendum to proceed through the Italian legislative system. This was presented to the Constitutional Court for it's final ruling on the admissibility of the proposed referendum.

Public opinion in Italy has been generally hostile to nuclear energy, and a 1987 referendum following the Chernobyl disaster in Ukraine in 1986 closed all plants and phased out production.

Norway: New report on hypothetical Sellafield accident.

On 23 March, the Norwegian Radiation Protection Authority published a report on the possible consequences for Norway of an atmospheric release of radioactivity from the storage tanks for highly active liquid waste at Sellafield. The report shows that an accident could entail considerable fallout over Norway. The release of just 1% of the tanks' contents could result in levels of radioactive fallout in Western Norway that are five times higher than those measured in the worst affected areas of Norway after the Chernobyl accident.

If an accident caused the release of 10% of the tanks' contents, it is calculated that the fallout would be 50 times the maximum level experienced in Norway after Chernobyl. A major accident is of course considered to be less likely than more limited releases. However, the British authorities have not provided Norway with any specific information indicating that such an incident can be ruled out.

The report considers an accident involving the storage tanks for highly active liquid waste. These currently contain about 1000 m3 of radioactive waste from several decades of reprocessing of spent nuclear fuel.

Norway would be vulnerable in the event of a large release of radioactivity from Sellafield, both because of its geographical position and because of the prevailing weather conditions. The impacts of a major atmospheric release could be particularly severe. The Norwegian authorities consider that in the worst case, an accident at Sellafield could have significant impacts on agriculture, the environment and society for decades to come.

Australia: Queensland: The return of an anti-uranium state government.

PULL down the bunting, recork the champagne, throw out the sausage rolls -- there will be no celebration party for the Queensland uranium players. Labor is back. There will be no uranium mining for at least the next three years…so began a report in the conservative daily newspaper The Australian shortly after the recent Queensland state election. Uranium mining emerged as an issue in the 21st March election with the incumbent Labor party pledging to retain its long standing ban on mining while the conservative Liberal National Party (LNP) threw its weight behind an open slather mining policy. The Greens committed to legislate against the industry and ruled out any preference deals with the LNP on the back of their uranium policy. The uranium industry lobbied hard in the lead up to election and mobilized considerable media support for its spurious claims of employment and revenue benefits. National and state environment groups worked to keep the issue live and publicly rated the various party’s performance and promises against a range of issues, including their position on uranium mining. The return of an anti-uranium state government has been welcomed by campaigners as an important development in the continuing and very active national uranium debate.

No new IAEA-DG, yet.

The IAEA Board again is inviting governments to nominate candidates for Director General. Neither of the two candidates that the Board voted upon on march 26, received the necessary two-thirds majority of votes during successive rounds of secret balloting. The Board’s Chair - Algerian Ambassador Taous Feroukhi noted that in accordance with the Board’s agreed procedure, the slate of candidates is considered to have been wiped clean. She said she will again be inviting Member State governments to nominate candidates on 30 March 2009, with nominations to be submitted within four weeks thereafter. The Board voted on two candidates - Ambassador Yukiya Amano of Japan, and Ambassador Abdul Samad Minty of South Africa. Under the Board’s agreed procedure, either or both of these candidates can be re-nominated by Member States.

The Director General is appointed by the Board of Governors with the approval of the General Conference for a term of four years. IAEA Director General Mohamed ElBaradei´s term of office expires on 30 November 2009. He has served as Director General since 1997. (see also: Nuclear Monitor 685, Briefs)

France: cancer-figures temporarily workers are increasing.

In February, a man perished at a building site at the nuclear reactor in Paluel, France. This was not given much attention, because he was "only" a temporary worker. There are 20.000 temporary contractors working in nuclear power stations in France. Without them, reactors would not keep going or get repaired. A confidential report by EDF reveals that 84% of the subcontractors in the nuclear industry would like to quit because of bad working conditions. Safety measures are minimal, and the employees are under enormous pressure since every day the reactor is offline (because of maintenance, for instance) costs EDF 1 million Euro's. Research by the Centre International de recherche sur le cancer shows that while temporary workers get 80% of the radiation, the employees of EDF get 20%. The group of EDF employees show an increase in cancer of "only" 8%, the subcontractors 40%.

Too little too late: Financial compensation for French test victims.

The French government says it will pay out at least 10 million euros (US$13.6 million), initially for one year, to people with health problems as a result of French nuclear tests carried out in the Algerian Sahara and in Polynesia, Defense Minister Herve Morin was quoted as saying on Tuesday, March 24. Some 150,000 people are estimated to have been affected.

France tested its first nuclear bomb on February 13, 1960 in the Algerian Sahara. Between 1960 and 1996, France carried out a total of 210 nuclear tests in Algeria, French Polynesia and the Pacific Ocean. Participants in the tests and people living in areas close to the testing zones have long complained of health problems including leukemia and other forms of cancer. France has for a long time refused to officially recognize a link between its testing of nuclear bombs and health complaints reported by both military and civilian staff involved in the tests.

Compensation in other countries:

  • Russia: Test veterans get a medal, pension, pride of place in parades and use of a special radiation hospital.

India: first uranium delivery from France.

(April 1, 2009) Following clearance by the Nuclear Suppliers Group, first batch of 60 tons uranium ore concentrate imported from Areva NC France was received on March 31, by the Nuclear Fuel Complex, Hyderabad. India. This uranium ore would be processed and used in pressurized heavy water reactors (PHWRs) in India.
India and France had entered into an accord for supplying reactors and fuel consequent to the Indo-US nuclear deal, the 123 agreement. As a first step, Department of Atomic Energy had entered into a contract with French Nuclear supplier AR EVA NC for the supply of 300 tons of uranium ore concentrate

Australia; Ranger:

The controversial Ranger uranium mine inside the World Heritage listed Kakadu National Park in Australia’s Northern Territory is again under scrutiny following confirmation of the extent of a long standing and unresolved seepage problem at the operations main tailings dam. In February the Supervising Scientist, a federal agency set up to monitor the impacts of Ranger, confirmed the existence and extent of the seepage problem to a parliamentary Senate hearing. Around 100,000 litres of contaminant is leaking in an uncontrolled fashion from the dam every day. Australian environmental and anti-nuclear groups have been active in highlighting this and a series of other operational failures at Ranger in the national media. The timing of the leak has been highly embarrassing to mine operator Energy Resources of Australia (ERA – 68% owned by resource giant Rio Tinto) as the company has just applied for federal approval for a major expansion of the aging mine. ERA are seeking approval to build a new tailings dam and a large scale acid heap leaching facility to process low grade ore and waste rock stockpiles. The company has further flagged plans to construct an underground shaft from the base of the current open pit operation to exploit a lens of uranium ore that runs towards the Magela floodplain, a pivotal component of Kakadu’s unique wetlands environment. The expansion plans have been fiercely opposed by ERA’s critics who are calling on the federal government to veto the move and initiate an independent inquiry into the performance and environmental and social impacts of Australia’s oldest uranium mine.
