An October 4 'Business Insider' article presents five charts from economic analysts Citigroup explaining "why nuclear energy is going nowhere":[1]

1) Nuclear now requires an up-front investment (overnight investment cost) five times greater than gas on a per Watt basis, while solar installation costs are cheaper still.

2) Nuclear may have lower operational costs than fossil fuels, but they're still more than the nearly non-existent operational costs of renewables.

3) This explains why, worldwide, nuclear investment is already trailing solar.

4) During the next two decades, demand for renewables will be greater than for nuclear.

5) If you think any help is coming from China, think again − solar capacity alone will eventually be larger than nuclear, and wind capacity will dwarf it.

Citigroup explains: "The capital cost of nuclear build has actually risen in recent decades in some developed markets, partly due to increased safety expenditure, and due to smaller construction programmes (i.e. lower economies of scale). Moreover the 'fixed cost' nature of nuclear generation in combination with its relatively high price (when back end liabilities are taken into account) also places the technology at a significant disadvantage; utilities are reluctant to enter into a very long term (20+ years of operation, and decades of aftercare provisioning) investment with almost no control over costs post commissioning, with the uncertainty and rates of change currently occurring in the energy mix."

Worldwatch Institute report on nuclear stagnation

A new Vital Signs Online report by the Worldwatch Institute notes that global nuclear generation capacity increased in 2012 by 4.2 gigawatts (GW) or 1.1% to 373.1 GW and the number of operational reactors increased by two units to 437.[2,3] The increases are net figures: three reactors with a total capacity of 1.3 GW were shut down in Canada and the UK, while three new plants in China and South Korea with a total capacity of just under 3 GW came online. In addition, two Canadian reactors (0.77 GW each) returned to service after 15 years off-line.

But those marginal increases mask a gloomy outlook for the industry. The report notes that nuclear power generating capacity increased by 75 GW in the quarter-century from 1987−2012; just one-quarter of the increase of 296 GW during the preceding quarter century.

The figures for nuclear generation (as opposed to capacity) are still more depressing (for the industry).[4] Annual nuclear electricity generation peaked in 2006 at 2,660 terrawatt-hours (TWh), falling to 2,346 TWh in 2012 (down 7% compared to 2011, down 12% from 2006). About three-quarters of this decline was due to the situation in Japan, but 16 other countries, including the top five nuclear generators, also decreased their nuclear generation.

The Worldwatch Institute report notes that nuclear power is now the only mainstream energy technology that does not show significant growth. Its share of the world's primary energy supply actually fell, from 6.4% in 2002 to just 4.5% a decade later.

"Three key factors account for the stagnancy of nuclear power," said Alexander Ochs, Worldwatch's Climate and Energy Director and one of the report's co-authors. "The first and most important one is that nuclear energy is not cost competitive with fossil fuels and renewable energy sources. It is just too expensive. Second are safety concerns. After the many accidents we have had over the years − with Chernobyl, Fukushima, and Three Mile Island just a few examples of some of the worst incidents; problems occur on a regular basis. And despite stricter oversight in some countries, public opposition to nuclear energy is high almost everywhere in the world. Finally, the storage of nuclear waste still remains unsolved. Nobody really knows what to do with it and nobody wants to have the hazardous material sit in their backyard."

Citibank report on renewables

Renewable energy will account for more than 70% of investment in new power generation by 2025, according to a Citibank report released in October. Of the nearly US$10 trillion dollars that will be poured into the power sector in the next decade, more than US$2 trillion will be invested in wind, followed by US $1.5 trillion in hydropower and US $1.3 trillion in solar power.[5]

While natural gas has cut into coal's dominance for power generation in the US, the report notes that in the longer run, the lower price of solar will make it increasingly attractive, especially during peak demand periods "Solar steals the most valuable part of electricity generation at the peak of the day when prices are highest," the Citibank report states, noting that German natural gas power plants have already said they are reluctant to build new generation because of the impact of solar power on their profits.

Citibank estimates that more than US$37 trillion will be invested in global energy infrastructure in the next two decades, with nearly half of that amount devoted to electricity generation. Oil production will account for about 37% of total investment, followed by natural gas at 23%.

Germany's energy crisis

Germany's coal and nuclear utilities are in trouble due to the growth of renewables.

Solar and wind energy production accounted for nearly 60% of Germany's electricity use on Thursday October 3 according to a study by energy consultant Bernard Chabot. At peak production − around noon that day − wind and energy were producing about 59.1% of the nation's power.[6] In July, Germany generated 5.1 terawatt hours (TWh) of electricity from solar, a monthly record and 42% higher than July 2012. In January, wind turbines generated 5 TWh of electricity.[7]

RWE, Germany's largest power producer, has decided to radically depart from its traditional business model based on large-scale thermal power production. Confidential strategy documents discussed at a recent meeting of RWE's Supervisory Board make it clear that the company's leadership has accepted that it must shift away from its traditional heavy reliance on coal-fired and nuclear plants it if wants to survive in the new energy world created by Germany's and the EU's Energiewende. "The massive erosion of wholesale prices caused by the growth of German photovoltaics constitutes a serious problem for RWE which may even threaten the company's survival", states the company's Strategic Roadmap.[8]

In August, RWE said 3.1 GW of gas- and coal-fired generating capacity would be taken offline or shut down, representing 6% of its total capacity. The company said the boom in solar energy meant many of its power stations were no longer profitable. German rival E.On said it had shut down or left idle 6.5 GW of generating capacity.[7]

In September 2011, German industrial conglomerate Siemens announced its intention to withdraw entirely from the nuclear industry. Chief executive Peter Loescher said: "The chapter for us is closed." Siemens was responsible for building all Germany's existing nuclear power reactors.[9]

Carbon capture projects losing momentum

The number of projects that capture carbon dioxide emissions from power plants and industrial facilities is losing momentum, dropping from 75 to 65 worldwide since 2012, according to a study released in October. The Global CCS Institute, an Australian-funded research group supporting the deployment of carbon capture and storage technology worldwide, said in its annual survey that despite four new large-scale projects coming online this year, the rate of new projects entering the pipeline has slowed.[10]

Global conference for a nuclear power free world

The “Global Conference for a Nuclear Power Free World” was held in Yokohama on 14 and 15 January 2012. More than 6000 people on the first, and 5500 on the second day, including 100 international participants from over 30 countries, gathered at the conference.

The entire conference was broadcasted live over the internet, with an audience of approximately 100,000. At the closing of the conference, the "Yokohama Declaration for a Nuclear Power Free World" was announced. It demands:

1) the protection of the rights of those affected by the Fukushima nuclear power plant accident;
2) Responsibility of the Japanese Government and the Tokyo Electric Power Company (Tepco);
3) Minimization of residents' exposure to radiation;
4) A global road map for the phase out of the nuclear fuel cycle and the decommissioning of all nuclear power plants;
5) Currently closed Japanese nuclear power plants to not be reopened;
6) The prohibition of export of nuclear power plants and components, especially to industrializing nations; and
7) It emphasis of the role of local and municipal authorities; and declares to develop a global network to support Fukushima. It also calls for actions to be taken throughout the world on 11 March 2012.

The diverse proposals for action made by conference participants are being gathered on a web site entitled the "Forest of Action for a Nuclear Power Free World". These many proposals include a range of levels, from recommendations to governments to suggestions of what individuals can do, and this web site provides a forum to develop to concrete future actions.

Eight current and former mayors, including two from Fukushima, joined the Mayors' Forum which was held as a special session at the conference. Here, it was decided to form a network of mayors to work to break free from nuclear power, and announced that a preparatory meeting for this network will be held in late February 2012. The Yokohama Declaration supports this proposal, and calls for citizens' support of this initiative.

The conference was coordinated by an Organizing Committee comprised of six Japanese NGOs, with Peace Boat as Secretariat. Many other organizations also cooperated in the coordination of programs throughout, and the conference was supported by a great number of endorsing organizations and corporations, and supporting organizations. More than 100 groups also held self-organized events at the conference, including around 20 organizations from Fukushima, and several international groups including WISE. A further characteristic of the conference was a diverse range of participatory workshops and opportunities for exchange, including in the Fukushima Room and children's programs.

The international guests visited the Fukushima town and region with a one-day bus tour. They spoke with farmers, civil servants of the City of Fukushima and villagers who have been evacuated out of the 20 kilometer zone to live in just a few miles out of this zone. One thing was made very clear to the foreign guests; the disaster is not over! Thousands of people still live in highly contaminated areas, the economy of the whole region has collapsed and thousands of families are disrupted because quite often children are evacuated to family far away while the adults stay in Fukushima to protect their houses and fight with national authorities and Tepco over compensation issues.

French Nuclear Authority points to "weaknesses" of the EPR.
The construction of the EPR nuclear reactor being built in Flamanville, has many "weaknesses" that put the "final quality" into doubt. This is the conclusion drawn after a  thorough inspection conducted on site in May by the Nuclear Safety Authority (ASN). The report of this "inspection review", highlighted by Le Canard Enchaine on August 24, is posted on the site of the ASN (www.asn.fr). It is a 20 page letter sent by the ASN on June 24 to EDF, the prime contractor for the 1600 megawatt reactor designed by Areva. The inspection has was  carried out by fifteen experts, including an observer from the British regulator. The team found deviations from the construction requirements on essential parts of the reactor: the feed of the steam generators, water injection filters, the RIS batteries of the cooling system. "EDF has to make great efforts to show the final quality of the construction of Flamanville 3", judges the ASN, which points out: "inconsistencies between the requirements specified in sub-contracting and the demands mentioned in the preliminary safety report" - that is to say a non-compliance with initial prescriptions. Concerning an essential feature of the steam generators, experts estimate that "the quality of materials taking into account their importance for safety has not been demonstrated and their use in FLA3 is not possible". In two cases, they demand from EDF to "not engage in actions that are difficult to reverse before demonstrating" compliance.

Town produces 321% more energy than it uses.
A small Bavarian town in Germany called Wildpoldsried produces 321% more energy than it uses, from renewable and natural sources. By selling the excess energy, Wildpoldsried has eliminated all the towns debt and generates 4.0 million Euro (US$5.7 million) in annual income. The point they are at now in terms of energy production and independence was reached by starting a plan about fourteen years ago to develop more clean energy sources and green building projects. The town with a population of about 2,500 started work on a huge community initiative involving the construction of nine new buildings and energy sources. The new buildings included a school, community hall and gym, and they employ solar panels, as do 190 private households. Five biogas digesters, nine windmills, three hydroelectric projects,  ecological flood control and a natural waste water treatment system were part of the plan for energy independence. It all has worked well, and the town is debt-free. They actually formed several local companies to construct, install and manage their wind turbines, with local residents as investors.

Bushehr online after 36 years of construction.
Iran’s Bushehr nuclear power plant has been connected to the national grid. It began supplying around 60 MW of its 1000 MW capacity on Saturday 3 September at 11:29pm, the Atomic Energy Organization of Iran (AEOI) said. Construction on Bushehr by German company Siemens KWU started in 1975, but the work was stopped in 1979. Iran signed a deal with Russia in 1995, under which the plant was originally due to be finished in 1999, but the completion of the project was repeatedly delayed. The most recent delay, in February 2011, was caused by the discovery of damaged internals of a coolant pump supplied in the 1970s. To avoid potential consequences of metal debris getting on the fuel assemblies, they were unloaded and washed, while the reactor pressure vessel was cleaned. The fuel was reloaded in April and the plant achieved criticality in May 2011. In August 2011, the Government of Iran invited an International Atomic Energy Agency delegation to visit the country’s nuclear facilities, including nuclear power plant that has been built by Russia’s Atomstroyexport. According to Iran's nuclear officials, Bushehr power plant will reach 40% capacity during a ceremony that will be held on 12 September 2011. It is expected to reach full capacity in November or December 2011.

North Anna shut down after earthquake.
The largest earthquake to hit the eastern US in 67 years has raised concerns about the safety of the country's nuclear power plants. The 5.8 magnitude quake's epicenter in Virginia on August 23, was close to the North Anna plant, 130 kilometers southwest of Washington. The plant lost power and automatically halted operations after the quake. While the operator reported no 'major' damage to the facility, three diesel generators were required to kick in and keep the reactors' radioactive cores cool. A fourth diesel unit failed. While nuclear power plants can operate safely on back-up power, failure of generators was a key reason for the disaster at Japan's Fukushima Daiichi plant

A spokesman for the operator said the plant was designed to withstand an earthquake of up to 6.2 in magnitude. But some groups have expressed concern about the narrow margin between the design metrics and the quake's size. 'It was uncomfortably close to design basis,' said Edwin Lyman of the Union of Concerned Scientists, which has pushed for stronger nuclear regulations. 'If Fukushima wasn't a wake-up call, this really needs to be to get the NRC and industry moving to do seismic reviews of all the nuclear power plants in the country.' An article in the Washington Post reports that the earthquake moved dry casks (huge concrete containers holding spent nuclear fuel), weighing between 100 to 115 tons, by as much as four inches (10 centimeters).

Twelve other nuclear plants along the Eastern Seaboard declared an "unusual event" following the quake, the lowest of the NRC's emergency classification ratings. North Anna's "alert" status is one step further up on a four-step U.S. emergency scale.

North Anna's reactors are among 27 east of the Rockies that the NRC highlighted during a seismic review last year as presenting a potential hazard, due to the amount of ground-shaking they were designed to withstand. Many nuclear experts say plants in the United States were designed with big margins of error  built in, but last year's NRC survey found that the risks posed by earthquakes were higher than  previously thought.

Germany: no need for nuclear reserve capacity.
Germany's grid regulator Bundesnetzagentur (BNetzA) said August 31 that it has decided against keeping one idled nuclear reactor on standby as reserve capacity for the coming two winter seasons to ensure power grid stability after the government permanently closed eight older reactors in the wake of the Fukushima disaster in March. "Our investigations have shown that even in exceptional contingencies the transmission system will remain operational without the dispatch of a reserve nuclear power plant," BNetzA President Matthias Kurth said in a statement.

The government has asked the grid regulator to investigate the need for a nuclear reserve capacity during the winter after transmission system operators in May warned of possible blackouts during extreme winter weather should the eight older reactors remain shut permanently, removing at least 5,000 MW of nuclear capacity from the market.

International blockade Olkiluoto, Finland.
On August 20, 2011 a blockade of the Olkiluoto nuclear power plant under construction took place for the second time gathering people from several regions of Finland and from other European countries on the streets. One year ago, on August 28, 2010, it was the very first public street blockade of an atomic facility in Finland ever. It had been started with the support of a number of European and Finnish environmental and anti-nuclear groups. The gathering of the Nuclear Heritage Network, an international network of anti-nuclear activists, taking part in March 2010 in Helsinki had initiated the idea of the blockade and developed it together with the variety of Finnish NGOs and groups. The goal was to question the international reputation of Finland as the country of the so-called "renaissance of nuclear power", and to show that even in this country being under strong pressure of the nuclear lobby atomic power has noch support of the citizens.

For Finnish anti-nuclear activists the Olkiluoto Blockade was also an important occassion for meeting each other and exchanging as so far there doesn't exist any other nationwide organizing structures for a common anti-nuclear strategy. In the south as well as in the north strong networks of local initiatives and organizations exist and in some cases they successfully opposed to projects of uranium mining and new nuclear reactors constructions. However, cross connections between those groups and networks are created so far only in mutual big actions like the Olkiluoto Blockade or the anti-nuclear infotour around the Baltic Sea that also took place in 2010.

This year a blockade of about 100 activists from Finland, Sweden, Germany, Russia, France, United Kingdom and Belarus several times stopped the traffic on the access roads to the disputed Olkiluoto nuclear power plant in Finland. Police had announced to prevent the blockade of roads that were supposed to take place for the second time. They forced protesters from the streets again and again towards a bus stop nearby. Nevertheless, the activists succeeded several times to blockade the main access road to the nuclear power plant for some minutes, while an additional access street had been closed for some two hours by a wooden tripod construction with an activist on the top.

Donors agree to fund new Chernobyl shelter.
There appears to be enough money (at last after almost 15 years) for a new sarcophagus at the Chernobyl reactor in Ukraine. The Nuclear Safety Account and the Chernobyl Shelter Fund donors agreed to provide the necessary financial resources for the implementation of the Chernobyl projects. The decision was made at the Assembly of Contributors to the Chernobyl Shelter Fund meeting on July 7, 2011, in London. The new construction will help "neutralize any possible future threats to the environment from the Chernobyl nuclear plant in Ukraine".

The needed amount of financial resources for the Shelter Implementation Plan (SIP) funding is EUR 740 mln. On the 25th anniversary of the Chernobyl tragedy on April 26, 2011, a fundraiser was held resulting in donors' obligations of EUR 550 mln. The new decision of the world donors allows for the immediate start of the SIP execution and its completion by 2015. The SIP involves stabilization of the existing sarcophagus and the construction of a New Safe Confinement (NSC) for the damaged nuclear reactor.

In 1988 local scientists announced that the life time of the sarcophagus was 20 to 30 years. The Chernobyl Shelter Fund (CSF) was established nearly a decade later in December of 1997 to collect funds for the NSC project. Currently, the European Union, the United States, and Ukraine cooperate to help meet the CSF's objective while the EBRD is entrusted to manage the CSF and provide oversight of the funds disbursement.

The construction of the original Chernobyl sarcophagus began on May 20, 1986 - three weeks after the accident, and lasted for 206 days.

PSC shifts risks costs overruns to public.
US: Georgia utility regulators agreed on August 2, to scrap a proposal that would have eaten into Georgia Power’s profits should the costs for its nuclear expansion project exceed US$300 million. The Georgia Public Service Commission unanimously approved the plan after making sure the commissioners could review previously approved project costs if there is a budget increase. Customers would pay for cost overruns in their monthly bills unless the PSC determines the overruns are Georgia Power's fault.
Georgia Power is part of a group of utilities building two nuclear reactors at Plant Vogtle. The utility is responsible for US$6.1 billion of the estimated US$14 billion project. The company has been at odds with the PSC’s advocacy staff over how to handle potential cost overruns for the project. The advocacy staff wanted to cut into the utility’s profits if the costs exceeded US$300 million over budget. The advocacy staff agreed to drop its plan if Georgia Power allowed regulators to re-examine previously approved parts of the project if there is a budget increase. If regulators determine that Georgia Power's mistake led to the cost overruns, consumers would not have to pay the additional costs.
Consumer advocates have criticized the PSC's move as shifting all of the burden of the project's cost onto Georgia Power customers, who already are paying for the plant's financing costs.

Walk away from uranium mining.
Footprints for Peace, an international grassroots group that organizes walks, bike rides and runs around the world, invites families and people of all ages, background and cultures to come and support traditional owners in their opposition to uranium mining in Western Australia by taking part in the “Walk away from uranium mining” that began in Wiluna on August 19 and will finish in Perth on October 28. "We will demonstrate that we have the choice to walk away from this costly, toxic industry — which produces radioactive waste and weapons usable material — in favour of renewable energy options." Footprints for Peace are working together with the Western Australian Nuclear Free Alliance (WANFA) to organise this grassroots awareness-raising and action-based campaign. Everyone is welcome to join the walk for a few hours, a day, a few weeks or the whole way. Even if you cannot walk we still require financial assistance, drivers, kitchen crew members, media liaison volunteers, video operators and photographers, musicians, artists, singers and general support for daily events, such as camp set up and pack up, food shopping and water collection. The walkers will cover a distance of 20 to 25 kilometres a day, with a rest day every five days……… The walk’s conclusion in Perth will coincide with the Commonwealth Heads of Government Meeting. There we will deliver our well-supported and strong message that it is time to shut down the nuclear industry’s plans to expand in Western Australia and the rest of Australia.

Sellafield: No prosecutions for organ harvesting.
Recent correspondence has revealed that no one will be prosecuted over the body hacking scandal carried out by the nuclear industry for over 40 years in collusion with government, hospitals, coroners and doctors.

From 1960 to 1991, body parts were taken without consent from 64 former Sellafield workers and 12 workers from nuclear sites in Springfields, Capenhurst, Dounreay and Aldermaston. The liver was removed in all cases and one or both lungs in all but one incident. Vertebrae, sternum, ribs, lymph nodes, spleen, kidneys and fermur were also stripped in the majority of cases. Brains, tongues, hearts and testes were also taken on the advice of the medical officer at Sellafield.

Correspondence from Cumbria Constabulary has been seen which says that despite the findings of the Redfern Inquiry (into the scandal; see Nuclear Monitor 721, 17 December 2010)  that the relationship between the nuclear industry and fellow bodysnatching conspirators was "too close" no one will be prosecuted as it is not "in the public interest".

Extract from a letter sent by ‘Special Operations’ - Cumbria Constabulary: "the issues you raise which I have listed below;
1. That specific people and institutions have breached the Human Tissue Act and that this should be investigated.
2. That an investigation into whether there was any unlawful corruption of the coronial processes had taken place
3. The stipends made to mortuary attendants are also of particular concern.
This was a Government led review which involved both the Department for Energy and Climate Change and the Ministry of Justice. As such any requirement on the police to investigate identified breaches as outlined above would be made by the Government. No such request has been made". Floating Nuke Plant Seized in Bankruptcy
A St. Petersburg court seized the 70MW floating nuclear power station under construction at the Baltiisky Zavod shipyards after Rosenergoatom, the division of the Rosatom nuclear monopoly that commissioned it, demanded recognition of its right of ownership to the unfinished vessel. The July 26 court order gave the go-ahead for the seizure on the basis of "significant risk" that Rosenergoatom could lose its investment in the 9.8 billion ruble ($334 million) vessel if another claimant seized Baltiisky Zavod's assets during bankruptcy proceedings.

The ship yard, which is 88.3 percent owned by former Tuva governor Segei Pugachev's United Industrial Corporation is facing litigation from numerous disgruntled creditors. International Industrial Bank, also known as Mezhprombank, had its operating license revoked when it declared itself bankrupt in November. In January prosecutors launched a criminal case against the bank for intentional bankruptcy.

The dispute is not the first to hit Rosatom's ambitious plans to build a generation of floating nuclear power stations to serve remote coastal communities in Russia's north and Far East. Interfax on Thursday quoted an unidentified source at Rosatom saying the contract could be reassigned to another shipbuilder. If true, it would be the second time a contractor has lost the order from Rosatom, which originally commissioned the Sevmash shipyard to build the controversial floating nuclear plants in 2006. Rosenergoatom tore up that agreement in 2008 and signed a new deal with Baltiisky Zavod in 2009. Baltiisky Zavod is scheduled to finish the first station in 2012, according to the contract. The 70-megawatt plant is destined for Kamchatka.

Prolonging nuclear power will hinder renewables

A new report has outlined why ending the use of nuclear energy matters for the development of renewable energy infrastructure. Electricity needs can entirely be met through renewable energy sources by 2050. The report states the last nuclear power plant can be removed from the grid in 2023 and the last coal-fired power plant in 2046. Extending the lifespans of nuclear power plants would damage vital investment interests and set back the switch to renewable energy by decades.

The study, "2050. Die Zukunft der Energie" (2050. The future of Energy, only available in German), concludes that nuclear is incompatible with renewable energy sources (RES) and that nuclear power plant lifetime-extension will seriously hamper RES-development. With a quick phase-out of nuclear and coal, Germany's electricity consumption could be covered 100 percent by RES by 2030. If coal and nuclear is phased out slowly, it will take until 2050.

The author of the study, Professor Dr. Olav Hohmeyer, is member of the German Expert Council for the Environment (SRU), who advises the German Government, and also vice-chairman of IPCCs working group on climate change mitigation. SRU has recently published an analysis, in which it concludes that the potential of renewable energy outweighs the current and future need for electricity in Europe many times.

In the midst of the ongoing debate over whether to extend the lifespan of Germany's 17 nuclear power plants, German Chancellor Angela Merkel's center-right coalition has said it will raise 2.3 billion euro annually from the fuel-rod tax from 2011 as part of its austerity measures for the coming years. The nuclear tax plan is tied to an ongoing debate about extending the operating lives of nuclear reactors. Above that Merkel said she is in favor of the plant operators making further financial contributions in return for longer reactor operating lives to promote RES.

Germany's nuclear reactor operators -E.ON, RWE, EnBW AG and Vattenfall Europe AG- have warned that the government's plan to tax the fuel could make reactors unprofitable and they were forced to close he power plants (proponents of nuclear power thought that was a stupid threat).

During 2009 four of the 17 nuclear power plants in Germany were out of commission for more than 10 months, and that at times as many as eight of them were out of commission.

On August 30, Angela Merkel, coming off a recent tour of energy facilities around Germany, said in an interview with public broadcaster ARD that "on technical grounds, [an additional] 10 to 15 years is reasonable."

In a statement two days earlier, Merkel said renewable energies should supply half of all energy needs by 2050 and that nuclear and coal power would continue until supplies could be met entirely by clean energy. But that, many say, is a false argument: What is needed is more competition in the field of energy and that will happen if nuclear is phased out and allow investors to install new production capacity.

Electricity in Germany isn’t particularly cheap. In theory, the German power market has been liberalized since 1998, but there is little true competition. The four large nuclear energy firms produce around 80 percent of Germany’s power. This market dominance keeps consumers from profiting from economically produced nuclear power.

If the lifespan of reactors is extended, it will merely cement this dominance – likely leading to higher prices. On the other hand, systematically taking nuclear power plants off the grid would provide openings for potential competitors. Many municipal utilities have already prepared for the nuclear phase-out by investing in renewable energy. Keeping reactors running longer will snuff out their chances before they even get started.

A rapid conversion to renewable energy would have the added benefit of hindering a market-dominating concentration of power production. In the future, electricity creation will be more decentralized and there will be a greater number of providers. Proper competition ensures lower prices and hinders companies from developing a market monopoly.

The ‘2050. Future of Energy’ report claims extending operational life of nuclear power stations will not be as profitable as expected after all, because energy from renewable sources enjoys legal priority over nuclear and coal power. It is fed into the grid before electricity from non-renewable sources.

"Renewable energies are feeding into the system in a flexible way, depending on weather conditions for example," Bjoern Klusmann, director of Germany's Renewable Energy Association told Deutsche Welle. "Because of the priority given to renewables in the German grid, the conventional power stations, so coal and nuclear and other fossil power stations, have to react in a flexible way to the production from renewables. Nuclear energy is not as flexible as is needed for this future concept of renewable energy being the dominant part in our grid."

As the capacity of electricity from wind or solar sources increases, conventional electricity sources will only be needed to fill in gaps when there is a lack of wind or sun. But it takes about 50 hours to restart a nuclear power plant that has been completely shut down, meaning it would be necessary to keep the plant running at 50 or 60 percent capacity. Gas powered turbines, however, can be turned on within 20 minutes and can also be run on biogas. Other possibilities to bridge fluctuations in renewable electricity output include the decentralized approach of using micro-power stations or accessing the batteries of electric cars.

It was calculated that if the lifespan of the power plants were increased by 28 years, energy companies will have to come to terms with turning the reactors off some 15,800 times between 2020 and the date when the last plant is shut down. That would cost the operators between 21 and 80 billion euros (US$26.7 billion to US$101.7 billion).

So it is clear that the nuclear operators will try very hard lobby vehemently to reverse the law giving electricity from RES priority on the grid. And that would be very bad consequence of lifetime extension and hinder the development of RES enormously. That is one of the reasons for the fact that with a quick phase-out of nuclear and coal, Germany's electricity consumption could be covered 100 percent by RES by 2030. If coal and nuclear is phased out slowly, it will take until 2050.

The debate over extending the running time of Germany's nuclear plants has sparked a deep debate in the German parliament. Merkel said any extension would come in a form that circumvents Germany's upper house of parliament, the Bundesrat.

However, doubts have been raised by the interior and justice ministries that an extension of more than 10 years could be illegal if it were not approved by the Bundesrat, which is made up of the governments of Germany's 16 states. And the Bundesrat has a SPD/Green Party majority after the May election in North Rhine-Westphalia.

The government now faces resistance to its plans to postpone the phase-out schedule with nine out of 16 German states opposed to them, including Hamburg, Thuringia and Saarland which are led by Merkel's own Christian Democrats. Ministers from both North Rhine-Westphalia and Rhineland-Palatinate have said that they will press for a judicial review in Germany's Constitutional Court, if the government goes ahead without Bundesrat approval.

A decision on the policy is expected late September.

150 German towns want nuclear power ended

Local power utilities in Germany have formed an anti-nuclear power alliance saying that planned longer running times for nukes are endangering their plans to invest billions in climate-friendly green energies.

The local governments have coalesced to resist the power giants E.on, RWE, EnBW and Vattenfall, which run nuclear stations. The local utilities are pressuring the federal government to either drop the nuclear extension or shut down coal burning stations instead. Lengthening the running times of atomic plants, as the present government intends to do, offers the companies billions in extra profits.

The threat to stop the climate-friendly local investments has weight because it involves double-digit billions of euros. Municipal utilities produce 10% of Germany’s power supply. They run many gas-fuelled and combined heat and power stations and produce above-average rates of power from green sources.

A report commissioned by them finds that extending nuclear power production would cement the predominance of the four nuclear producers for years. The move by the local utilities makes it harder for the right of centre government of Chancellor Angela Merkel to extend the running times of the country’s 17 nuclear power stations beyond 2022, the nuclear cut-off date agreed between power producers and the previous Social Democrat-Greens government.

The issue is fraught between the business-friendly Liberal and Conservative parties forming the present government. Some in the government want only a short extension, others and the nuclear lobbies want long ones. There is apparently agreement on at least half the additional profits flowing to public budgets. That’s not enough for the local utilities. They argue that if a nuclear extension can’t be stopped politically, either all the extra profits of the nuclear producers should go to public budgets or lawmakers need to think about structural market interventions.

In that scenario legislators should force nuclear power producers to shut down their coal-burning stations on the same scale as the nuclear capacities are left longer on the grid.
That would not only keep competition in the power market balanced, they say, but also cut CO2 output and drop wholesale power prices. The association of municipal works which groups 800 enterprises says the government needs to be aware that extending nuclear generation would be a massive intervention in market conditions.

The association points out that in the expectation of nuclear generation ending, many local utilities have planned investments in more decentralised and climate-friendly power production. Extending nuclear generation would take the necessary dynamism out of the restructuring of energy production, the association argues.

Meanwhile the Federal Environment Agency (UBA), Germany’s central federal authority on environmental matters, responsible to the environment ministry, has demanded a 100% green-sourced power supply for the country by the middle of the century. UBA President, Jochen Flasbarth, has called on the power industry to focus all its efforts on achieving the goal.

He argues that climate protection demands that all fossil sources be successively replaced by renewables. Flasbarth told a summit of power companies: “In my view the only modernisation of the power supply has to be 100% green sourcing.” It was an extremely ambitious goal, he said, but unavoidable and fundamentally achievable. “Not just climate change but also the finality of fossil resources make this modernisation inevitable.”

Flasbarth said there was ever decreasing need for the basic power load to be coal or nuclear-fuelled. The nukes should go first, then coal. By mid-century renewables could also replace gas burning stations to take over the entire power supply. Electricity production accounts for about 40% of Germany’s carbon dioxide emissions.

Chernobyl still contaminating British sheep.

It exploded 23 years ago today more than 2,250 km away, but Chernobyl is still contaminating sheep in the United Kingdom. According to the government's Food Standards Agency (FSA), the number of farms and animals still under movement restrictions in the UK has hardly changed over the past year. New figures given in the House of Commons late April show there are still 190,000 sheep subject to restriction orders on 369 farms or holdings. The details are: Wales 355 farms 180,000 sheep; England 9 farms 3,000 sheep; Scotland 5 farms and 3,000 sheep.

Peat and grass in upland areas were polluted with radioactive caesium-137 released by the accident and brought to ground by rain. This is eaten by sheep and has persisted much longer than originally anticipated. The restrictions apply where concentrations of caesium-137 in sheep exceed 1,000 Becquerel of radioactivity per kilogram. Farmers have to mark the radioactive animals with indelible paint, and can't have them slaughtered for food until they fall below the limit.

FirstEnergy finds hole in containment wall at rusty Pennsylvania reactor.

During a recent visual inspection inside the Beaver Valley Unit 1 reactor containment building, a rusty discolored bubble was discovered under the protective paint coating on the inside wall of the steel liner to the thick concrete containment. When the unbroken paint bubble was removed for further inspection, First Energy Nuclear Corporation (FENOC) found a corrosion hole had eaten through from the outside of the 3/8 inch (0.95 cm) thick steel containment liner wall. Inspectors could see the concrete wall on the other side. The containment's steel liner is a principle safety barrier designed to be leak tight to contain the radioactive gas generated under normal operations and accident conditions. FENOC says that a small piece of wet wood, trapped during the original construction and left in contact with the outside steel liner wall, was the cause of the severe corrosion. The plan is to weld a steel patch over the hole. With the reactor nearing approval of an unchallenged 20-year license extension application, the severity of the previously unnoticed corrosion caught Nuclear Regulatory Commission and company officials by surprise. The Beaver Valley reactor is located northwest of Pittsburgh.

Considering all the other debris pitched into the containment's concrete pours there is very likely more corrosion than can be found with visual inspection. Beyond Nuclear expects that NRC will issue a detailed information notice but fall short of its regulatory responsibility by not requiring industry action. In fact, NRC should require a prompt and thorough technical assessment of Beaver Valley's containment integrity in order to rule out the likely possibility that more unseen corrosion is still eating its way into the containment structure. Using state-of-the-art ultrasonic testing equipment, this could be done before the plant goes back on line and certainly before the agency approves the reactor's 20-year extension. Similarly, since debris was likely thrown into many more containment pours around the country, NRC should require an industry-wide scan of all the aging containment liners. Remember, FirstEnergy is the same company that operated its corroded Davis-Besse reactor with the hole in the head. And NRC is the same agency with its head in a hole that favored getting Davis-Besse back on line quickly despite graphic photos of severe corrosion that warned otherwise. In both cases, the NRC gambling of safety margins for production margins corrodes public confidence and increases the risks from nuclear accidents.

UK: Wind farm demolished for nuclear power plant?

One of the oldest and most efficient wind farms in Britain is to be dismantled and replaced by a nuclear power station under plans drawn up by the German-owned power group RWE. The site at Kirksanton in Cumbria – home to the Haverigg turbines - has just been approved by the government for potential atomic newbuild in a move that has infuriated the wind power industry. Colin Palmer, founder of the Windcluster company, which owns part of the Haverigg wind farm, said he was horrified that such a plan could be considered at a time when Britain risks missing its green energy targets and after reassurance from ministers that nuclear and renewables were not incompatible.

The Haverigg site, on the fringes of the Lake District, was commissioned in 1992 and is believed to be one of only two of its type in this country. The scheme has been praised by Friends of the Lake District as a fine example of appropriate wind energy development and the turbines were financed by a pioneering group of ethical investors (now called the Triodos Bank). The site was subsequently expanded to a total of eight turbines. Haverigg was still one of the most efficient wind farms with a 35% "capacity factor" - or efficiency - compared with an average of 30%, said Palmer. It is a historically important wind farm for the UK, which played a key role in inspiring others.  

Meanwhile, a new report by the independent think-tank, the Centre for International Governance Innovation (CIGI), has found that the UK Government's "obsession" with nuclear power is hindering development of sustainable energy alternatives which were better and cheaper. The report, 'The British Nuclear Industry - Status and Prospects', written by Dr. Ian Davis, states: "The Government's obsession with nuclear power is undermining and marginalizing more efficient and safer technologies - the real energy solutions." Renewable energy, greater energy efficient and other technologies could fill the gap when existing reactors became redundant.

Kazakhstan: proposal to host fuel-bank sparks anti-nuclear protest.

On April 14, police in Almaty the capital of Kazakhstan, have prevented a small protest by opponents of a Kazak government proposal to host a “nuclear fuel bank” that would provide a secure supply to power stations across the world. It was never going to be a big demonstration, just 30 or so like-minded representatives of non-government groups involved in human rights and similar areas. But it did not even get off the ground. As they were setting out from their office for Almaty’s main square, three activists from the human rights group Ar.Ruh.Hak were detained by police. Seven members of the opposition party Azat and two journalists were picked up separately. All 12 were taken to a police station and released after making statements. In a statement, the seven NGOs which planned the protest meeting said the lack of government transparency on issues like the nuclear one should raise concerns. For opponents of the plan, the legacy of Semipalatinsk (a testing ground where over 450 atom bombs were set off by the Soviet authorities between 1949 and 1989) plus the risk that the fuel bank will not be secure, constitute serious objections. Kazakhstan is a major producer of uranium – it has about 20 per cent of the world's ore reserves.

The Fuel-Bank, which would be supervised by the IAEA would provide ‘a secure and controlled source of fissile material for peaceful use’ as the Agency likes to put it. Countries would no longer have ‘an excuse’ to develop uranium enrichment programs, which carry the risk of being uses for ‘non-peaceful meanings’. Countries would simply buy fuel from the bank when they needed it. After the IAEA first came up with the idea in 2005, Kazakhstan and Russia signed an agreement with the agency to look at setting up a storage facility in the Siberian city of Irkutsk, which has a uranium enrichment plant. Now Kazakhstan has offered its own facilities. President Nursultan Nazarbaev revealed the proposal when Iranian president Mahmoud Ahmadinejad visited the capital Astana on April 6 that prompted Kazak NGOs into action.

Nuclear safety in Canada.

Unlike the governments of other developed nations, the Canadian government and Parliament can now directly control the start-up and operation of nuclear reactors. This is the result of a recent Federal Court ruling that allows the government to remove the head of the Canadian Nuclear Safety Commission (CNSC) without cause. Unless the Supreme Court overturns this decision or parliamentarians pass legislation to remove this power from the government, protection from nuclear mishaps in Canada could depend on the political whims of sitting governments and Parliament.

The Federal Court ruled earlier in April that the Harper government had the right to remove without cause the then-president of the CNSC, Linda Keen. This means that the CNSC head serves at the pleasure of the government rather than until the end of an appointed term, subject only to good behavior. The incident that precipitated the court case was Keen's refusal, despite pressure from the Prime Minister and natural resources minister, to restart a reactor to alleviate a shortage of medical isotopes. Keen said the reactor did not met its licensing requirements. The government removed Keen as head of the CNSC, and Parliament voted to restart the reactor.

IAEA Inspectors Asked to Leave DPRK.

On April 14, IAEA issued a statement on the situation in North-Korea: "The Democratic People´s Republic of Korea (DPRK) has today informed IAEA inspectors in the Yongbyon facility that it is immediately ceasing all cooperation with the IAEA. It has requested the removal of all containment and surveillance equipment, following which, IAEA inspectors will no longer be provided access to the facility. The inspectors have also been asked to leave the DPRK at the earliest possible time.
The DPRK also informed the IAEA that it has decided to reactivate all facilities and go ahead with the reprocessing of spent fuel." IAEA inspectors removed all IAEA seals and switched off surveillance cameras on April 15. They left the country the following day.

IAEA inspectors returned to monitor and verify the shutdown of the Yongbyon nuclear facilities in the Democratic People´s Republic of Korea, after a report outlining the modalities reached between the Agency and the DPRK were approved by the IAEA on 9 July 2007.

The latest move by DPRK is a reaction on an April 13 statement by the United Nations' Security Council denouncing the North’s rocket launching as a violation of a resolution after the North’s first nuclear test in 2006 that banned the country from nuclear and ballistic missile tests. The Council called for tightening sanctions.

On April 29, North Korea said that it would start a uranium enrichment program, declaring for the first time that it intended to pursue a second project unless the United Nations lifted sanctions.

Trouble for UAE-US nuclear agreement.

The president of the U.S.-UAE Business Council, Danny Sebright, expected U.S. president Barack Obama to issue a presidential determination that the nuclear agreement with the United Arab Emirates, signed in January, in the last days of the administration of former President George W. Bush, is in the best interests of the United States.  That would set the stage for U.S. Secretary of State Hillary Clinton to formally notify Congress of the United States' intention to enter into the nuclear energy cooperation deal with one of Iran's neighbors, giving lawmakers 90 days to vote down the pact if they choose.

Under the "123 deal," similar to the one the United States signed last year with India, Washington would share nuclear technology, expertise and fuel. In exchange, the UAE commits to abide by the Nuclear Non-proliferation Treaty and the International Atomic Energy Agency safeguards. The small oil-rich Gulf nation (the world's third largest oil exporter in 2007) promises not to enrich uranium or to reprocess spent nuclear fuel to extract plutonium, which can be used to make nuclear bombs. The deal is part of a major UAE investment in nuclear, and it has already signed deals to build several nuclear power plants. The United States already has similar nuclear cooperation agreements with Egypt and Morocco, and U.S. officials said Washington is working on similar pacts with Saudi Arabia, Bahrain and Jordan.

Lobby for the project is ongoing: a May 5, report on the economic benefits of US-UAE 123 Agreement said the UAE nuclear program would generate contracts worth more than US$41billion benefiting American companies that could participate as suppliers or as central leaders in consortiums bidding on projects. The sky is the limit.

However, opposition about the deal is growing rapidly after footage was made public in the U.S. On the tape, an Afghan grain dealer is seen being tortured by a member of the royal family of Abu Dhabi, one of the UAE's seven emirates. The ratification of the deal has been postponed.

Meanwhile, the UAE last year surpassed Israel as the United States' largest export market in the Middle East. Furthermore, the small country has become the third-biggest arms importer worldwide, SIPRI announced earlier in April. The figures from the UAE reflected what the Stockholm International Peace Research Institute (SIPRI) described as a "worrying" regional trend of increased arms imports into the Middle East. The country accounted for 6.0 percent of the world's arms imports between 2004 and 2008, according to the new report from the (SIPRI) -- the same proportion as South Korea. Only China with 11 percent and India with 7.0 percent, had a larger share of the market, said the report. The UAE's position was all the more striking because in the previous study, covering the period 1999-2003, the UAE was only the 16th biggest importer of military equipment worldwide.

‘Near Miss’ at Sellafield’s High Level Waste Storage Tank Complex.

On April 2, an incident at Sellafield’s High Level Waste (HLW) Storage Tank Complex occurred, involving a loss of coolant water to all the storage tanks following the incorrect re-instatement of one of a number of control valves that had been isolated for maintenance. Because some of the storage tanks have a higher heat loading (the liquid HLW is physically hot as well as being highly radioactive) than others, efforts to re-instate the cooling water supply were directed first at the three tanks with the highest heat loading. Cooling was restored to the first of these after 75 minutes, and to all three tanks after 3 hours. Reporting today on the incident, Sellafield’s in-house Newsletter states that cooling was restored to all tanks within 8 hours. This is perilously close to the timescale of 10.5 hours catered for in the Sellafield site’s emergency plan (REPPIR).

Since the closure of Sellafield’s Calder Hall reactors in 2003, an accident involving the loss of coolant to the HLW tanks is designated as the ‘Reference Accident’ (worst credible accident) for Sellafield’s Emergency Plans under the Radiation and Emergency Preparedness and Public Information Regulations (REPPIR). The Reference Accident is described as being ‘a failure of the entire cooling water distribution system to the High Level Radioactive Waste Store following a single flange failure or leak from a length of pipe. The accident scenario assumes a failure to reinstate the cooling system within a period of 10.5 hours and that it has not been possible to isolate the failed section of pipe’.

The existing tanks, holding a significantly larger inventory of radioactive materials than were released during the Chernobyl accident, were commissioned between 1955 and 1990. They have long been subject of concern by the NII through the increasing failure of cooling components. Plans to construct and install new, smaller tanks are currently being assessed by Sellafield and the regulators.`

IAEA: Still no successor for ElBaradei.

A total of five candidates have put themselves foward to succeed Mohamed ElBaradei as head of the International Atomic Energy Agency. The five come from Belgium, Spain, Slovenia, Japan and South Africa. The Japanese Ambassador to the IAEA in Vienna, Yukiya Amano, as well as South Africa's representative, Abdul Samad Minty, have reentered the contest after failing to win a majority in a first voting session among IAEA governing board members in March. The other three are:

* Jean-Pol Poncelet, a former Belgian Deputy Prime Minister who currently serves as a senior vice president at the French nuclear group Areva (responsible for sustainable development and the improvement of quality processes).

* Spanish nuclear expert Luis Echavarri, the head of the Paris-based Nuclear Energy Agency (NEA) of the Organization for Economic Co-operation and Development

* The fifth potential successor is the Slovenian Ernest Petric, a former ambassador in Vienna who currently serves as a judge on his country's constitutional court.

In a first session of voting among the 35 countries on the IAEA board, Amano narrowly missed the necessary two-thirds majority, while Minty had the support of only 15 countries.

The U.S. and European countries supported Amano, as they saw him as a nuclear-policy expert who is considered to be less politically outspoken than Minty or ElBaradei.

A new date for voting at the IAEA board has yet to be fixed. IAEA Board Chairperson Ms. Feroukhi is soon to initiate informal consultations on the nominations receive.

Dr. ElBaradei, who is to retire on November 30, is the IAEA´s fourth Director General since 1957. He was first appointed to the office effective December 1997. He follows Hans Blix, IAEA Director General from 1981 to 1997; Sigvard Eklund, IAEA Director General from 1961 to 1981; and Sterling Cole, IAEA Director General from 1957 to 1961.

According to China's director of the National Nuclear Safety Administration, Li Ganjie, the quick expansion of China's nuclear energy production is far outpacing the regulation of its nuclear reactors. "At the current stage, if we are not fully aware of the sector's over-rapid expansions, it will threaten construction quality and operation safety of nuclear power plants," Li Ganjie told an International Ministerial Conference on nuclear energy.

The Communist Party newspaper Renmin Ribao on April 21 reported Ganjie saying in unusually strong terms that China has insufficient capacity to handle nuclear waste. Li said the storage of past nuclear waste was 'not entirely under control'. In a report presented to the IAEA-sponsored international conference on the future of nuclear power Li stated that nuclear safeguards in China are weak and insufficient to keep up with the country's need to develop nuclear energy and technology: there is a dearth of personnel, technical equipment, financing and investment.

U.K.: Faslane leaks.

The revelation that there have been a series of radioactive leaks into the Firth of Clyde from the Ministry of Defence's Faslane nuclear submarine base has once again focused attention on the lack of regulation for military facilities. Documents released to Channel 4 News under Freedom of Information show there have been over 40 leaks in the last three decades and at least eight in the past 10 years. Military facilities have immunity from regulation and operate under 'letters of agreement' with the Scottish Environment Protection Agency and their equivalent regulators in England and Wales.

SEPA is so concerned at the leaks and general waste management at Faslane that it would have considered closing the facility down if it had the power. A Ministry of Defence report said failure to abide by safety procedures at Faslane was a "recurring theme" and was a cultural issue that must be addressed. The report also accepted Faslane failed to use the 'best practicable means' to control waste, there was poor design of holding tanks, weld defects in piping, a lack of accurate drawings of the plant and low staffing levels.
