EU agreement on ITER cost overruns

Four years ago, the EU, Russia, China, India, Japan, Korea and the US picked Cadarache in the south of France as the location for the experimental nuclear fusion reactor, Iter. But since the science of how to achieve this type of fusion hasn't been settled (to put it mildly), the plans for the Iter project have been the subject of several revisions in recent years, each one leading to an increased price tag. Even opponents from within the scientific world are becoming more vocal to end the project.

Delegates at an extraordinary meeting of the Iter Council on July 28 also agreed a timeline that would see the first plasma experiments in 2019, with a fusion reactor generating significantly more power than it consumed (for a few minutes) by March 2027. But the Iter organisation was encouraged to explore ways to bring this deuterium-tritium operation forward to 2026. After research and development at Iter it should be possible to build a demonstration fusion power plant around 2030.

Coupled with the increases in costs for raw materials like steel and cement, the budget for the project has spiralled from around 5 billion euros to about 16 billion euros.

Delegates agreed that the overall costs of the project will be almost US$21 billion (16 billion euros), some three times the original price. Europe is paying 45% of the construction costs, while the other participants (China, India, Japan, South Korea, Russia and the USA) are paying 9% each.

Additional construction funds will have to come from within the EU's budget. The extra 1.4 billion euros will cover a shortfall in building costs in 2012-13. The EU has agreed to meet a critical short term shortfall of those 1.4 billion euros by using money that has been allocated to other research programmes. But the EU has said it will cap its overall contribution to Iter at 6.6 billion euros, leaving the fusion project to find cuts in costs of around 600 million euros.

In Europe, some scientists are unhappy with the EU proposal to take funds from unspent budgets to bail Iter out. In France, a group of physicists - including Nobel prize winner Georges Charpak - have written a letter to the press calling Iter a catastrophe and arguing that it should be shut down. They suggest that making up the shortfall in Iter's budget is costing France alone the equivalent of 20 years investment in physics and biology. According to one of the signatories, Professor Jacques Treiner from Paris University, it was time to call a halt to Iter before any more money was spent. "At a certain point especially when they say they will take money from other fields to fund this one you have to say, really a clear answer and the answer is no, don't do that."

Flamanville-3 two years behind schedule. The construction of the second EPR at Flamville (France) faces the  same problems as the first in Olkiluoto (Finland). Flamanville-3 is now two years behind schedule and at least 1 billion euro (US$ 1.3 billion) over budget, EDF Group announced on 30 July. The company said “the target for beginning marketable output” from the French utility’s first Areva EPR “is now set at 2014, with construction costs now re-estimated at around 5 billion euro. The original date for operation was June 2012 and the most recent cost estimate was 4 billion euro, although the original estimate was 3.3 billion euro.

The delay at Flamanville-3 was confirmed as part of the release of information on EDF’s first-half 2010 financial results. EDF reported that first-half net income of 1.659 billion euro was down 46.9% from 3.123 billion the same time last year. First-half 2010 earnings before interest and taxes were 5.289 billion euro, down from 6.784 billion in first-half 2009, although revenues rose, EDF said.

Canada: contaminated turbines to Sweden? Bruce Power plans to ship 16 radioactive steam generators through the Great Lakes and the Saint Lawrence River, and across the Atlantic Ocean to Sweden, later this year. Each generator weighs 110 metric tons and contains over 50 trillion becquerels of long-lived man-made radioactive materials, including five isotopes of plutonium. In Sweden, Studsvik plans to melt up to 90 percent of the radiation-laced metal and sell it as 'clean' scrap intended for unrestricted use. In this way, some of the radioactivity will be dispersed into the air (atmospheric emissions), some will be dispersed into the Baltic Sea (liquid effluents), and some will be incorporated into consumer products of all kinds -- razor blades, hair dryers, paper clips, you name it. The remaining 10 percent will be shipped back to Bruce Power for storage as radioactive waste.

Bowing to public pressure, the Canadian Nuclear Safety Commission recently agreed to a one-day public hearing in Ottawa on September 29 on this issue.

China: Criticality for fast reactor. The Chinese Experimental Fast Reactor (CEFR) achieved sustained fission for the first time on July 21, according to the owner the China Institute of Atomic Energy (CIEA). The reactor will go on to reach a thermal capacity of 60 MW and produce 20 MW in electrical power for the grid. The first sodium-cooled fast reactor in the country, it was built by Russia's OKBM Afrikantov in collaboration with OKB Gidropress, NIKIET and Kurchatov Institute.

Beyond this pilot plant, China once planned a 600 MWe commercial scale version by 2020 and a 1500 MWe version in 2030 but these ambitious ideas have been overtaken by the import of ready-developed Russian designs. In October last year an agreement was signed by CIAE and China Nuclear Energy Industry Corporation (CNEIC) with AtomStroyExport to start pre-project and design works for a commercial nuclear power plant with two BN-800 reactors with construction to start in August 2011, probably at a coastal site.

Funny. Or not…? From a local Cumbrian (U.K.) newspaper: "The issue of councilors declaring an interest during debates about the nuclear industry is again causing concern due to the amount of time it takes. At August 17th full council meeting at Millom, numerous members of Copeland Council were obliged to stand and declare a prejudicial interest in an agenda item about nuclear new builds. Coun Henry Wormstrup, who has become increasingly frustrated by the practice, said the current system needed reform due to the number of councilors employed by or linked to the industry."

Danger of tritium underestimated. The health risks of tritium may be undervalued because its possible damage to DNA may lead to genetic mutations, says an expert who participated in a White Paper published by the French Institute of Radiation Protection and Nuclear Monitoring (IRSN) on nuclear safety. This radioactive isotope of hydrogen was released in the past by atmospheric testing of atomic weapons and is now produced by nuclear reactors and the reprocessing of nuclear fuels. Its radiotoxicity is low and the impact of its waste, gaseous or liquid, is considered unimportant. However, the IRSN is calling for "further studies" including on "possible hereditary effects". The IRSN added that further research was necessary which was "representative of the actual conditions of exposure."

Any plutonium in the basement? In Tbilisi, the capital of the former Soviet Republic Georgia, a container with plutonium was found at a depot of the now defunct Isotope Institute. The plutonium had not been registered with any state entity. Employees of the former institute told the Georgian Public Broadcaster that they had no idea that plutonium was stored at the depot. The plutonium-beryllium was discovered inside a “special container stored in wax and lead, which was quite safe and presented no danger for the environment,” according to Giorgi Nabakhtiani, a nuclear expert with Georgia's Environmental Protection and Natural Resources Ministry.

"Georgia plans to inform the International Atomic Energy Agency about the unregistered plutonium." Not mentioned is how many plutonium is in the container, although Nabakhtiani said that the laboratory did not contain enough plutonium-beryllium for use in a radiological "dirty bomb."

Energy Solutions opts not to store Italian nuclear waste in Utah, US. U.S. company Energy Solutions will no longer pursue agreements to dispose of Italian nuclear waste in the state of Utah. The Salt Lake City based company told Utah US Representatives of their plans not to store the imported material at the Clive Facility, 75 miles west of metropolitan Salt Lake City in the Tooele Valley. The company maintains it is not bowing to public pressure, but is making a solid business decision. Environmentalists are calling this a huge victory for the people of Utah.

Energy Solutions was hoping to import 20,000 tons of low level waste from Italy that would have been processed in Tennessee, and then the remaining 1,600 tons would have been held in storage in Utah. The company is hoping to consult with Italian nuclear power authorities to reach an agreement on opening a facility in Italy instead.

Dangerous censorship. Russian authorities removed information on forest fires in radioactive contaminated regions from internet. Removing of important information may help officials to escape from responsibilities, but can not help to improve situation with forest fire.

On Augusts 13, the head of Russian Emergency Ministry Sergey Shoigu publicly demanded to stop the rumours about radiation danger as a result of forest fires in the region of Bryansk. Immediately after this statement, the governmental organization "Roslesozaschita", responsible for protecting forests, removed information about forest fire in radioactively contaminated zones in the west of Russia from its website. A week earlier, on August 6, "Roslesozaschita" officially announced that since June it registered 507 forest fires in regions partly radioactive contaminated. Moreover, the organization strongly recommended the authorities to inform local population about radiation danger. Also, "Roslesozaschita" it published a list of radioactively contaminated forests on fire (for instance 401 fires in the Chelyabinsk region)

"The Emergency Ministry and "Rosalesozaschita" are acting against Russian Constitution when removing information on fires in radioactively contaminated zones from public use. It is very well known that many fires already happened there and that radiation could be re-distributed into new areas. Instead of censorship, authorities must fully inform Russian citizens and other countries about radioactive danger in Chelyabinsk, Bryansk and other regions," said Vladimir Slivyak, co-chairman for the Russian environmental group Ecodefense.

Sutyagin Freed in "Spy" Swap. After serving more than ten years of a 15 year sentence for espionage, Russian arms researcher Igor Sutyagin was freed on July 9 in what is being reported as the largest spy swap between the United States and Russia since the end of the Cold War. Sutyagin was not a spy, but reportedly shared sensitive information about Russian nuclear weapons from public sources with a London firm. His research drew the unwelcome attention of the FSB, Russia¹s secret police successor to the Soviet KGB. His case was taken up by human rights organizations, and the U.S. State Department declared he was a political prisoner. As part of the deal for his release, Sutyagin signed a confession. The Guardian (UK) reports that "Sutyagin's family said he maintained his innocence but agreed to the deal rather than face another four and half years in the 'harsh regime' of the penal colony at Kholmogory near Arkhangelsk." Sutyagin, a father of two girls, had been in prison since in arrest on October 27, 1999.

Global Day of Action on Radioactive Waste.
US groups are calling for a radioactive waste action day on September 29, and would like it to be an international day of action! Aim is to push-back on new proposals that would expand radioactive waste production in both the civilian and military sectors

September 29 is the anniversary date for the worst radioactive waste accident (that we know of). In 1957 a tank of liquid, highly radioactive waste left from reprocessing nuclear fuel, exploded in a region of the Soviet Union called Kyshtym in the Ural Mountains of Siberia. The accident was kept secret for several decades, but we now know that it was at a secret nuclear reprocessing site called Mayak. This accident resulted in a regional disaster and a radioactive cloud that contaminated more than 300  square miles…many people received very high radiation exposures, some suffered acute radiation syndrome. Because of secrecy in the nuclear establishment it is not clear what exactly happened but estimates are at least 200 people died of “excess” cancer and scores of villages and towns were permanently abandoned due to the sever radioactive contamination.

More and more questions about the EPR

On the risk of sounding like a broken record: the French nuclear flagship the EPR continues to be troubled with additional costs, delays and doubts. In France and Finland the EPR construction is further delayed and AREVA added 400 million to its provisions for the reactor under construction in Olkiluoto, resulting in a downgrading of the company’s profitability.

On 6 July 2010, the French newspaper Le Figaro posed three pressing questions about the EPR (European Pressurized-water Reactor): Is the EPR too complex? Is the EPR too expensive? Is the EPR exportable? In short the answers are: yes, the EPR is complicated to build, which makes construction expensive and the EPR difficult to sell in emerging markets. The newspaper states that EDF, the French utility building the EPR in Flamanville, France, is expected to announce a delay in construction of about 2 years. The construction started in 2007 and was originally scheduled to be finished within 4.5 years. According to an insider, the two-year delay is a low estimate, “which is essential to make public: all departments concerned within the group know that this major project is faced with numerous technical obstacles” [1].

The Flamanville story is following the same lines as Olkiluoto-3, the EPR under construction in Finland. In the beginning of June 2010, AREVA presented a new timetable for the completion of Olkiluoto-3, stating that “most of the works will be completed by the end of 2012” [2]. Since commissioning of the plant will be earliest six months after completion, operation would not start before June 2013. The total building time since start of construction in July 2005 has now doubled to more than 8 years.

A completion date of the end of 2012 is looking extremely optimistic. The most challenging phases of construction are still underway or to come, including the installation of heavy components, the design and installation of computer systems, and the final testing and licensing.

On top of that, in the case of Olkiluoto-3, the start-up time may be significantly longer than six months, especially as it is a first-of-a-kind project. The last pressurized water reactors (PWR) built in Europe, at the Temelin nuclear power plant in the Czech Republic, took over a year before the completed reactors were able to commercially operate at full output (in the early 2000s). The Temelin-1 reactor took even 18 months to start full commercial operation. Connecting major components, setting up cable connections (thousands of kilometers of cables were involved), debugging of digital control systems, and tuning up the reactor turbines all proved enormously difficult and time consuming.

Finnish parliament votes for more nuclear.  On 1 July 2010, the parliament in Finland chose to ignore the majority of the Finnish people, who according to polls oppose new nuclear power, and voted in favor of a government decision to give two political permits for new nuclear reactors. This political permit opens the way for two nuclear companies TVO and Fennovoima to plan reactors, call for vendors, try to secure financing and later apply for construction permits. Actual new reactor projects are still far away. The biggest hurdle will be the investment decisions, expected in 2012. Both TVO and Fennovoima still have various reactor designs on the table.

The debate in the Finnish parliament was not about energy arguments. In a dirty political game the decision was influenced by behind the scenes discussions and special interest groups anticipating the upcoming national elections. Finland has no need for new reactors; energy efficiency measures in combination with available sustainable energy sources can easily cover the energy demand.

Money troubles
On 24 June, AREVA was forced to announce another 400 million Euro provision to cover the additional costs of building the Olkiluoto-3 reactor [3]. This provision is on top of 2.3 billion Euro provisions put aside in previous years and brings the current estimated cost overrun to 2.7 billion Euro. The initial cost of the project was 3.2 billion Euro, hence the total bill is now approximately 6 billion Euro. It is important to note that this 400 million Euro extra loss is assuming Olkiluoto-3 startup late 2012, while in reality this will not be before mid 2013.

While the rocketing costs of the Finnish EPR have dragged down AREVA's results for years, this is the first time that they have sent the company into the red. The company reported an operating loss for the first half of 2010. In 2009, AREVA's reported operating income was just 97 million Euro. The company’s financial health suffers thanks to the Olkiluoto-3 project, while it struggles to build up its reserves for planned future investments. And most probably the latest provision for Olkiluoto-3 cost overruns will not be the last.

A few days after AREVA’s provision announcement, Standard & Poor's downgraded the company to a ‘BBB+’ rating, citing continued weakened profitability [4]. The S&P credit analyst announced: "Depressed profitability at France-based nuclear services provider AREVA is being further strained by the recently announced additional provision of €400 million (US$491mn) for the OL-3 [Olkiluoto-3] Finnish reactor." Also AREVA’s ongoing fight with EDF about the uranium enrichment plant Georges Besse in France is seen as a potential threat to the company’s profitability. The long and short-term credit ratings  on AREVA are lowered from ‘A/A-1’ to ‘BBB+/A-2’. S&P expects AREVA’s profitability "will continue to be depressed over the next couple of years", and its operating performance will continue to be severely affected by cost overruns related to Olkiluoto-3.

Russia to invest heavily in Namibia.
Russia is ready to invest US$1-billion in uranium exploration in Namibia. "We're ready to start investing already this year," the head of state corporation Rosatom, Sergei Kiriyenko, told journalists. Rosatom seeks to compete for projects with global miner Rio Tinto in the African country. Earlier in May, Russia and Turkey signed a US$20-billion project for Moscow to build and own a controlling stake in Turkey's first nuclear power plant.

Namibia, the world's fourth-largest uranium producer, is home to the Rossing mine operated by Rio Tinto, which together with Paladin Energy's Langer Heinrich mine accounts for about 10% of global output. Other firms have been joining the exploration drive, with several new mines due to come on stream in the next five years.

Although Russia plans to spent a lot of money on foreign nuclear projects, it is clear that there is not enough money to realize its domestic nuclear program. As described in Nuclear Monitor 707 the number of reactors planned to be built by 2015 will be cut by 60%. And even that number will be hard to build.

UK: Decommissioning black hole.
The new U.K. Government will have to find an extra £4 billion for decommissioning and waste management at the UK civil nuclear. Energy minister Chris Huhne said: "as you can imagine, this is a fairly existential problem. The costs are such that my department is not so much the department of energy and climate change, as the department of nuclear legacy and bits of other things." He added that there were "genuine safety issues" so the costs could not be avoided. As a result, the Government is considering extending  the life of some of the UK's oldest reactors as a way of raising extra income for decommissioning. Extending the life of the reactors owned by the NDA would raise extra income. The Wylfa reactor on Anglesey, for example, is due to close at the end of the year, but extending its operating life for another two years would mean £ 500 million (US$ 736 million or 598 million euro) in new revenue. The NDA is also considering extending the life of the Oldbury reactor, first opened in 1968. Any application to extend the life of reactors would have to be approved by safety regulators.

France: Subcontractors not in epidemiological surveys.
French antinuclear network 'Sortir du nucléaire' supports nuclear industry subcontractor and whistleblower Philippe Billard. As a spokesperson of the organisation 'Santé / Sous-traitance' (“Health and Subcontracting”), he has undergone some retaliation measures after having denounced workers exposure to radiation. As a  whistleblower, he’s now treated as persona non grata in nuclear power  plants. His employer refuses to re-instate him at his previous job, in  contradiction with the Labour Inspectorate’s recommendations.

The French antinuclear network “Sortir du nucléaire”, considers Philippe Billard’s ousting as a means to put pressure on whistleblower workers. “Sortir du nucléaire”  decided to bring its support to the workers who, just like Philippe Billard, suffer from the unbearable working conditions imposed by the nuclear industry and undergo irradiation without even receiving appropriate health care.

To protect its corporate image, EDF chose to give subcontractors the most dangerous tasks. These people working in the shadows have insecure jobs and are mostly temporary and/or nomad workers. Every year, 25,000 to 30,000 of them are made to carry out tasks where they are exposed to radiations. This system allows EDF to cover up a huge health scandal, since these subcontractors, who get 80% of the annual collective dose from the whole French nuclear park, are not taken into account in epidemiological surveys! EDF is shamelessly multiplying talks on transparency while hushing up workers whistle blowing about the imminent catastrophe. In the ageing French nuclear park, the accident risk is increasing, all the more since maintenance periods are shortened in order to save time and money. However, the official motto remains “Nothing to report” and short-term profits are more important than common safety and security.

Switzerland: Thousands march against nuclear power.
More than 5,000 people gathered in Goesgen, canton Solothurn, in northern Switzerland on May 24, for a peaceful protest against the continuing development of nuclear energy in the country. The protest had participants from 83 groups in Switzerland, France, Germany and Austria. One of their key points was that Switzerland’s nuclear power plans are preventing the rapid development of alternative energy programs. The demonstration was one of the largest in last years.

Another subsidy for Areva in the U.S.
"As part of a broad effort to expand the use of nuclear power in the United States and reduce carbon pollution," the U.S. Department of Energy has approved a US$2 billion loan guarantee for French nuclear power developer Areva S.A. (owned for about 93 percent by the French State). The loan guarantee will support Areva's Eagle Rock Enrichment Facility near Idaho Falls, Idaho, which will supply uranium enrichment services for the U.S. nuclear power industry. Areva's US$3.3 billion nuclear enrichment facility will use centrifuge technology instead of gaseous diffusion technology that is more common in the U.S. but uses more energy. Areva had filed its application for the guarantee with the Department of Energy in September 2008.

The group can tap the guarantee once its Idaho Falls project has received full approval by the authorities. The Nuclear Regulatory Commission is expected to decide sometime next year on a licence for the facility. Areva plans to have the plant in operation in 2014. 

The United Stated Enrichment Corporation (USEC) is also seeking a loan guarantee for its American Centrifuge Project under development at Piketon, Ohio. Following DOE's announcement the consensus would seem to be that 'd be bad news for USEC. But according to USEC spokesman Paul Jacobson that is not the case. Jacobson said USEC was encouraged that DOE recognizes the need for more enrichment services to supply the nuclear needs of the future. He also noted that DOE, as noted in the federal agency's press release, still has another US$2 billion in loan authority available. At one time, USEC was going head to head with Areva for the loan guarantees, and USEC played up the foreign-owned company versus domestic company, etc., but now the company -- on the public front at least -- seems to be focused on the nuclear renaissance and the idea that there's enough demand in the U.S. and abroad to support multiple new ventures in the enrichment arena.

EC: investigation non-compete clauses Areva, Siemens.
The European Commission has opened an antitrust case to determine whether non-compete clauses in civil nuclear technology arrangements between Areva of France and Germany's Siemens violate EU competition rules. The opening of antitrust proceedings on June 2, means that the EC thinks the case merits investigation. EC competition spokeswoman Amelia Torres said an investigation was triggered by a complaint from Siemens after Areva took full control last year of reactor construction and services company Areva NP, a joint venture originally set up by Framatome (which later became Areva) and Siemens in 2001. But non-compete clauses between the two companies remain, even though Siemens sold its 34% stake to Areva last year.

The shareholders' pact between Areva and Siemens for Areva NP is not public, but a French official familiar with it confirmed that it forbids either party from competing with the other in businesses covered by Areva NP for eight years after a potential divorce.

Siemens said in January 2009 that it intended to exercise its option, to sell its 34% stake in Areva NP to Areva and leave the joint venture. A few weeks later, Siemens said it had signed a memorandum of understanding on a nuclear power business partnership with Rosatom, a Russian state-owned nuclear conglomerate. After bilateral discussions failed to produce an agreement on the price at which Areva would buy the 34% stake in Areva NP, the erstwhile partners last year asked an arbitration court to decide the matter.

EC competition spokeswoman Amelia Torres said the investigation would be carried out by the EC at EU-level, rather than by national governments. There is no timescale for the investigation as this depends on the complexity of the case and the extent to which the parties cooperate. Torres said she was not able to prejudge whether a fine would be imposed if the arrangement were found to be in breach of competition rules.

U.K.: Waste costs 'not acceptable' for industry.
The nuclear industry has been heavily lobbying to change proposed charges for managing wastes from nuclear reactors. Papers released under Freedom of Information show how the French company EDF pressed the previous government to change the proposed 'high fixed cost' for managing wastes and the timetable for handing the management of wastes to the Nuclear Decommissioning Authority. The previous government made significant changes to the way it proposed changing companies for managing their wastes. It also agreed that responsibility for wastes should pass to the NDA after 60 years instead of the original 110 years. This would reduce the financial liabilities and costs for companies.

EDF told the government the original proposals were "non-acceptable" and made it uneconomic to develop new reactors.

Chubu delays Hamaoka-5 restart after earthquake.
Japan: The Chubu Electric Power Company has extended the closure of its 1,380-megawatt Hamaoka No.5 reactor by a further two months to the end of July. Chubu Electric said the decision had been taken because the company is still analyzing why the impact of the August 11, 2009 earthquake on the reactor was greater than for other nuclear units. The company explained that, based on this measure of earthquake ground motion, the impact of the tremor was significantly higher than for other reactors. Chubu Electric will report its findings to the Ministry of Economy, Trade and Industry. It hopes to restart the reactor after METI and other government  agencies have agreed the report and local communities have consented to the restart of the reactor. The restart of the No. 5 reactor was originally planned for the end of December 2009, but pushed back several times.

Bangladesh: cooperation agreement with Russia.
The government of Bagladesh has increased momentum for the installation of the country’s first nuclear power plant. The US$1.5-billion project will be built at Rooppur, about 300 kilometers from the capital Dhaka. A committee headed by the state minister for science and information and communication technology, Yafes Osman, has been constituted to implement the project. The 22-member committee, which has the chairman of the Bangladesh Atomic Energy Commission as its member secretary, will examine funding issues and assess the risks associated with the fiscal arrangements. It will also study nuclear waste management issues. Bangladesh plans to install the 2,000-megawatt plant (for US$1.5billion?) at Rooppur from 2017. It signed a five-year framework cooperation agreement with the Russian atomic energy company Rosatom in May, with the final agreement due to be signed during Prime Minister Sheikh Hasina’s visit to Moscow later in 2010.

Go-ahead for Urenco's Eunice plant.
The US Nuclear Regulatory Commission (NRC) has authorized the operation of the first cascade at Urenco's Louisiana Energy Services (LES) gas centrifuge enrichment plant at Eunice, New Mexico. LES is a wholly owned subsidiary of URENCO Ltd. Urenco said the process to bring the plant from construction status to fully operational will begin later in June. The Urenco USA plant (formerly the National Enrichment Facility)  will be the first commercial centrifuge enrichment plant to become operational in the USA. Urenco formally inaugurated the plant in early June. "At full capacity, the facility will produce sufficient enriched uranium for nuclear fuel to supply approximately 10% of the electricity needs for the US", according to the Urenco press release.

In 2005, after deadlocked discussions, it was agreed to site I International Thermonuclear Experimental Reactor (ITER) at Cadarache, in southern France. The deal involved major concessions to Japan, which had put forward Rokkasho as a preferred site. 1996 was originally supposed to have been the year when the countries involved in the project would decide where the reactor would be located. But costs are skyrocketing. Now, the European Commission is asking member states for another 1400 million euro to cover just two years of extra spending.

The years 2012 and 2013 are linked to the FP7-Euratom budget that, due to treaty limitations, only runs over five years 2007-2011. (The general research budget runs over seven years.) The EU as host party will contribute around 45% of ITER's estimated construction costs while the rest is equally divided amongst the other six parties: US, China, Japan, India, Russia, South Korea.

The European Commission has adopted a Communication to the European Parliament and the Council which concludes that in view of substantial overall cost increases for International Thermonuclear Experimental Reactor (ITER), which have more than doubled the costs for Europe (to around €7.2 billion instead of an initial expected €2.7 billion), a sustainable financial framework should be established. Member States should provide a clear financial commitment throughout the life of the project and a mechanism for dealing with any further overruns should be agreed, subject to an overall cap. In particular, a total of around €1.4 billion is needed to meet the estimated cost increases in the Euratom Community contribution to ITER in 2012 and 2013. This funding should be found either by raising the ceiling in the EU budget or through additional finance directly from the Member States.

EU's commitments to the ITER Agreement is delivered through the European Joint Undertaking for ITER – "Fusion For Energy" (F4E), established as the European Domestic Agency by the Council in March 2007.

The European Union wants to “ensure the success of the project at acceptable cost and with reasonable financial and technical risks”. The critical step for the project is now for the international partners in ITER to agree on the project's “Baseline”, in other words its scope (specifications of the fusion reactor to be built), the schedule (time table for construction) and the cost. The aim is for this to be agreed at the next meeting of the ITER Council, which includes representatives of all the participating countries, scheduled for mid-June 2010.

How is ITER financed?
During the construction phase Euratom contributes a value of 5/11 (around 45%) of the total, of which 80% is funded from Euratom and 20% from France, the rest being equally divided among the other 6 ITER Parties (1/11 or around ~9% each). During the subsequent operation and deactivation phases, Euratom will contribute 34% of the total costs.

The 2001 cost estimated the total ITER construction at 5.9 billion euro. The Euratom contribution, amounted to 2.7 billion euro (around 45%, 2680 million in 2008 value), corresponding to euro 1 735 million for the components/systems to be provided “in kind”, and 945 million euro to be provided "in cash" to the ITER Organization.  Each Party has committed to provide the agreed contributions in kind independently of  the final cost of procuring and delivering those components.

The F4E current cost estimates for the construction period (cost for Europe only), updated according to the proposed schedule (2007-2020) and presented to the F4E Governing Board in March 2010, amount to 7.2 billion  euro: 6.6 billion euro for the contribution to ITER construction and 650 million euro for the F4E running costs and other activities. These estimates would require a Euratom contribution of 5.9 billion euro and 1.3 billion euro of funding from France (all figures in 2008 value).

Budget are needed for the years 2012-2013 in order to commit the procurements needed early in the construction process. Programmed appropriations available in the current Multiannual Financial Framework (346 million euro for 2012 and 344 million euro for 2013 in current value) mean that Euratom is facing an estimated gap on commitment appropriations of about 1.4 billion euro for the years 2012-2013 (550 million euro in 2012 and 850 million euro in 2013).

Fessenheim: radioactive steam generators

The French Nuclear Safety Authority (ASN) requests the replacement of the three steam generators at the French Fessenheim-2 reactor. The local anti-nuclear groups, supported by the national umbrella Sortir du Nucleaire, are calling for the definitive shut-down of the reactor.

In May 2009, during a "normal shut-down for refuelling and maintenance operations" of the second reactor at Fessenheim on the French-German border, traces of corrosion were detected on some internal tubes in one steam generator. The same observations were made earlier at the also French Bugey nuclear power plant. Both reactors are of about the same age, from 1977 and 1979 respectively.

The studies undertaken to find out the causes of the corrosion and the search for possible remedies took the rest of the year 2009. In January 2010, the ASN asked Électricité de France (EDF), the owner of the plant, to start a complete survey on the steam generator design and performance. “This will allow an early replacement, before too much damages occur to the steam generators". In other words, EDF has to replace the steam generators which have "serious anomalies". In 2001, the three steam generators of the first Fessenheim reactor have already been replaced. The operation costs were more than 100 million Euros (US$135 million).

Those three old steam generators, with a combined weight of more than 300 tons and highly radioactive, are still stored on the Fessenheim site. Since 1995, EDF adopted a 'standard building project' suitable for storage of contaminated steam generators on all French nuclear sites: a concrete roof and walls from 50 to 80 cm thick. This building can accommodate the three decommissioned steam generators of a unit.

Since the steam generators are part of the primary cooling system, with thousands of small tubes inside through which the primary coolant flows, these pipes have the same kind of contamination that all the other pipes in the primary cooling system have – fission products (which emit beta and gamma radiation) like cobalt-60 and cesium-137, transuranic elements (mostly alpha-emitters) such as plutonium, americium and curium, and corrosion products. Activation products such as tritium and carbon-14 (both beta-emitters with no gamma) are also present. The significance of the transuranic elements is their very long half-lives, measured in centuries or millennia, combined with their very high toxicity. Being alpha emitters, they are harmless inside the steam generator, but once outside in the environment they are very dangerous and remain so for a very long time.

Building new steam generators takes time and installing them takes about half a year, during which no electricity can be produced. The contribution of the second Fessenheim reactor to the total French nuclear electricity production is less than 1%. That is, if the reactor functions well. In the last 3 years it has been plagued by several incidents and has not been productive for more than 60% of the time.

In March 2010, EDF and ASN together decided to postpone the decennial check-up, initially foreseen for this year, to 2012, in order to prepare the replacement of the steam generators. This decision is in fact illegal, the previous authorization for 10 years has been issued in 2001. Even with new steam generators the plant will not be able to run for much more than ten years on. The replacement operation will cost at least 150 millions Euros, and take 6 months, at least. It is highly questionable whether the be-needed investment will be recuperated within the remaining 10 years of operation.

Contaminated SGRs from Canada to Sweden.

Canadian Bruce Power's plans to ship 16 old radioactive contaminated steam generators (SGR) through the Great Lakes and over to Sweden where they will be taken apart by Studsvik. The intention is to take the steam generators apart in order to separate the more radioactive components from the less radioactive parts, with the idea that the less radioactive metals can be recycled whereas the more radioactive parts would be repackaged and shipped back to Bruce.

The 100-ton steam generators will be trucked and shipped to Montreal where they will be loaded onto an ocean-going vessel bound for Sweden. It is supposed to happen this year, possibly starting soon.

Revelations EDF insider: EPR prone to major accident risk

The French Network for Nuclear Phase-out (Réseau "Sortir du nucléaire") reveals confidential documents disclosed by an anonymous insider from EDF (Electricité de France, the main French power utility). These documents show that the “design of the EPR presents a serious risk of a major nuclear accident” - a risk deliberately taken by EDF to increase its profitability. Because it is potentially vulnerable to a situation which could have uncontrollable consequences, the EPR reactor is extremely dangerous.

"Sortir du nucléaire" has set up a group of experts to analyse these recently received documents thoroughly. Here are the first lessons we can learn from them, which are of the utmost importance.

Some operating modes could cause the EPR reactor to explode because of a control rod cluster ejection accident (these control rod clusters moderate the nuclear reaction). These operating modes are mainly related to an objective of economic efficiency, requiring the power of the reactor to adapt to electricity demand. Thus, in order to find a hypothetical economic justification for the EPR, its designers chose to take the very real risk of a major nuclear accident.

EDF and Areva (the leader of the French nuclear industry) have tried to find a solution to the problems related to the operating mode of the reactor: these efforts have failed. The French Nuclear Safety Authority (ASN) has apparently been kept in the dark about these issues.

So the EPR reactor design seems to increase the risk of a major accident, which would lead to the destruction of the confinement and mass dispersion of radionuclides in the atmosphere.

The accident scenario in detail:
According to calculations by EDF and Areva, the reactor's RIP (Instant Return to Power) control mode and the control rod cluster configuration can induce a rod ejection accident during low-power operation, and lead to the rupture of the control rod drive casing (i). This rupture would cause the coolant to leak outside the nuclear reactor vessel. Such a loss of coolant accident (LOCA - a very serious type of nuclear accident) would damage a large number of fuel rods by heating fuel pellets and claddings (ii), and thus cause the release of highly radioactive steam into the containment. So there is a great risk of a criticality accident resulting in an explosion (iii), the reactor power being increased in an extremely brutal way. Following the ejection of control rod clusters during low-power operation, the reactor emergency shutdown may fail (iv). Whatever the configuration of the control rod clusters, a rod ejection accident induces a high rate of broken fuel rods and therefore a high risk of a criticality accident (v).

FRANCE: LUNG-CANCER RECOGNISED AS PROFESSIONAL SICKNESS

On January 15, an employee who has suffered long-term exposure to radiation whilst working around EDF nuclear reactors was informed that his cancer had been officially recognised as a professional sickness resulting from exposure to radiation.

Sante/Sous-Traitance - The employee of Endel/GDF/Suez, who has suffered long-term exposure to radiation whilst working around EDF nuclear reactors, has been struck down with cancer. With the support of the Sante/Sous Traitance organization and the Endel/GDF/Suez branch of the CGT Trade Union, the employee declared his case as one of work-related incapacity. Together they went through the long and painful inquiry process held by the local sickness benefit/health assurer in the Essonne region.

On January 15, 2010, the employee was informed in writing that his cancer had been officially recognized as conforming to MP (Professional sickness) Table No 6 (sickness resulting from exposure to radiation) and that his future health treatment will be assured by AT MP cover.

This is an incredibly important victory for all employees working for sub-contractors to the nuclear industry. It clearly shows how important the involvement of the CHSCTs (Hygiene, Safety and Working Conditions Committee, compulsory in all companies over a certain size) is in presenting the evidence for linking working at specific sites with the incidence and onset of cancer, either at the highest level of the command chain (EDF), or for one of the sub-contractors (in this case Endel/GDF/Suez). EDF alone is responsible for 80% of cases of exposure to carcinogens, mutagens, repro-toxins and “harmful” acids, in companies working as sub-contractors to EDF.

Nevertheless, certain rights exist to support employees. Depending on the conditions specified in each individual contract, employees of external companies have, like employees of the company itself, the right to a post-exposure and post-contract medical examination that has never been properly made available to them. The right to an expected suspension of work without loss of salary should also be available to all employees exposed to such risk.

Apart from anything else, it’s clear that the theoretical “safe limit” of radiation exposure (in the EU 50 millisieverts per year before 2003 and 20 per year since then) do not constitute any kind of protection from possible cancers. At today’s levels, it is allowed to receive more than 3 months worth of exposure in just a few minutes. There is desperate need for a statutory daily limit of exposure for employees.

The view of Sante/Sous-Traitance and the CGT Endel/GDF/Suez Trade Union is that doctors receiving cancer patients should look first of all for any role that work time exposure could have played in the onset. Sante/Sous-Traitance is ready and available to help all sub-contract employees working in the chemical and nuclear industries.

FRENCH NUCLEAR HYPOCRISY – AREVA TO SELL OLD REACTORS

The United Arab Emirates dropped a bomb in the nuclear energy world by choosing South-Korean nuclear technology over western reactors. Market analysts and company strategists need to swiftly adapt to a new nuclear market outlook. Following this serious setback, the French nuclear giant AREVA now considers to sell generation-two reactors to countries that are new to nuclear power, even though safety standards in Western countries would not allow these old designs to be built.

Greenpeace International - The US$20 billion (14.2 billion Euro) tender for four reactors in UAE was highly contested, with GE/Hitachi and a French consortium of AREVA, GDF Suez, Total and EDF competing with the South-Koreans to build the first Arab nuclear power reactor. The South-Korean reactors were selected over France’s nuclear flagship the EPR (European Pressurized-water Reactor), and AREVA is now picking up the pieces after this rather humiliating defeat in Abu Dhabi.

Though the low costs of the South-Korean reactors are generally thought to be the main driver behind UAE’s choice, other factors have played a significant role. Serious delays and cost overruns at the first EPR under construction in Olkiluoto, Finland, have shed doubts on AREVA’s ability to live up to its promises. Also the more and more public row between AREVA and EDF, the other French nuclear company, has not helped in securing the billion dollar bid in UAE. EDF was requested to join the EPR consortium that ran in the UAE tender, but was, according to AREVA CEO Anne Lauvergeon, too late in responding. The nuclear power struggle between the French giants has since deepened, the companies disputing uranium enrichment and nuclear fuel processing. See box at end of this article

The South-Korean government and KEPCO, the company leading the consortium in the UAE bid, seemed to relish in the unexpected triumph. The first nuclear power plant in the Arab Gulf will be the first nuclear reactor exported from South-Korea. The South Korean government immediately fantasizes of expanding its nuclear industry, targeting a 20 percent share of the global nuclear reactor market by 2030 through exports of 80 nuclear reactors. The KEPCO reactor is an updated second-generation 1,400 MW light water reactor APR-1400 (Advanced Pressurised Reactor), of which the first two are currently under construction in its home country.

The UAE decision sparked an internal review of AREVA’s product range. The company considers reintroducing second-generation 1,000 MW reactors for client countries that are new to nuclear power. These reactors will be cheaper and less sophisticated than the third-generation EPR reactor that has been marketed aggressively by France all over the world.

According to a senior AREVA executive, ‘safety standards in the US and Europe would not allow a second-generation reactor to be build’. However, this does not stop France to consider selling the older, simpler designs to countries without any previous nuclear experience. The French president Sarkozy even endorses the need to broaden the array of nuclear offerings in order to prevent further failures to win deals: "There is no doubt that we need to restructure the sector and there is no doubt that we need to raise the issue of coming up with a broader set of offers."  AREVA estimates that 20 per cent of the global market could be open to second-generation reactors. Rumors suggest EDF may take the lead in selling these reactors in markets new to nuclear energy.

Nuclear turbulence.

The sibling rivalry between the French nuclear giants AREVA and EDF has become a public fight, with the French prime minister Fillon acting as referee. The ego’s of the companies’ CEO’s, Anne Lauvergeon for AREVA and Henry Proglio for EDF, seem too big for one room, and media jump eagerly on each blaming the other for failing to keep promises and responsibilities. The pot calling the kettle black..…

AREVA blames EDF for signing a contract for enrichment services with the Russian company Tenex. EDF seeks to diversify its supplies of nuclear fuel from non-French enrichment suppliers like the Anglo-German-Dutch Urenco and Tenex, instead of continuing to take uranium from the French enrichment facility Eurodif. Eurodif still uses gas diffusion technology, while the new Georges Besse II centrifuge enrichment plant is planned to be fully operational only in 2012. Unless EDF agrees to buy services from the Eurodif diffusion plant after 2009, AREVA could be forced to cancel the scheduled initial production in the new Georges Besse II plant. Though this might be an empty threat, it is clear that AREVA needs EDF to buy enrichment services in order to make a smooth transfer from gas diffusion to the new centrifuge plant. A committee of AREVA officials have denounced EDF’s uranium contracts with the Russians as ‘non-patriotic’ and ‘anti-European’.

On top of that, in the beginning of January 2010 AREVA has stopped removing spent nuclear fuel from reactors for reprocessing at the facility in La Hague, Normandy. EDF and AREVA have not been able to agree on a new contract to continue reprocessing of spent fuel from EDF’s nuclear power plants. The new reprocessing contracts have been disputed for many months without any progress. The previous contract to reprocess spent nuclear fuel at La Hague, which expired in 2008, was worth 800 million Euro (US$1.15 billion) per year. At the end of 2008, the companies agreed on a framework for contracts for the 2008-40 period, but since mid-2009 have not been able to settle disagreements over prices and volumes.

The French nuclear row plays in a setting in which the whole nuclear sector in France is challenged on its transparency on nuclear waste issues. The documentary 'Waste, the nuclear nightmare', aired in October 2009, has sparked a national debate on nuclear waste in France. The High Committee for Transparency and Information on Nuclear Safety (HCTISN) conducts a full inventory of France’s nuclear waste products and transports. Greenpeace has blocked uranium transports to Russia several times, calling for a moratorium on the waste transports to Russia.


 

France: nearly 5x as much plutonium in glove boxes as expected

The Nuclear Safety Authority, (Autorité de Sûreté Nucléaire, ASN) France’s nuclear regulator, has suspended decommissioning of the ATPu facility at Cadarache and castigated French Atomic Energy Commission (operator CEA), after discovering that the plutonium inventory was much higher than thought.

The Nuclear Safety Authority said that the Atomic Energy Commission (Commissariat a l'Energie Atomique, CEA) had discovered that plutonium deposits inside glove boxes at the ATPu facility at Cadarache had been underestimated as early as June 2009 but had failed to notify it of the underestimation until early October.

The plant produced plutonium-containing mixed oxide (MOX) fuel pellets for 40 years, during which time it was estimated to contain a total of 8 kg of plutonium in deposits that gradually built up in inaccessible parts of some 450 glove boxes. However, around 22 kg of plutonium deposits have been recovered since decommissioning began in March 2009, and the CEA now estimates that the total could be in the region of 39 kg.

 Although the incident itself was without any safety consequences, the regulator noted that underestimation of the quantities of plutonium reduces safety margins calculated to prevent criticality accidents: "ASN considers the lack of detection of this underestimation during the operating period of the installation, as well as the late reporting of this event to the ASN, reveal a gap in safety culture."

Because the operators of Cadarache (which has 19 nuclear installations and the international ITER fusion demonstration project) have absolutely no idea how much plutonium they were supposed to be safeguarding, we cannot be sure how much of this plutonium may have been stolen to make nuclear weapons or is otherwise unaccounted for? We’ll never know – until it’s too late, obviously .

ASN was further incensed by what it considered the late reporting of the matter. A statement from the regulator said that it had only been informed of the underestimation on 6 October and that its inspection on 9 October confirmed that the CEA had known about the discrepancy since June. The ASN was highly critical of this delay, which caused it to raise the incident from Level 1 to Level 2 on the International Nuclear Event Scale (INES). However, CEA has since responded with an alternative timeline in which it verbally informed ASN of the discrepancy on 11 June. Furthermore, CEA said that the discrepancy had been recognized by the Euratom inspectors on 23 June as well as other officials from the Institute of Radiation Protection and Nuclear Safety (IRSN) on 1 and 2 July.

French energy and ecology minister Jean-Louis Borloo issued a statement calling for "complete transparency" on the situation: "This transparency and safety requirements are essential conditions for the supply of electricity from nuclear sources," he said. "They will be respected."

The ATPu started up in 1964 and was operated by French fuel cycle company Areva from 1991 until its closure in June 2008.

ElBaradei: Threat Iran ‘hyped’.
On September 14, the 53rd IAEA General Conference confirmed the appointment of Mr. Yukiya Amano of Japan, a Japanese career diplomat, as the next IAEA Director General. Mr. Amano assumes office on 1 December 2009, succeeding Dr. Mohamed ElBaradei to the Agency´s top post. His appointment is for a term of 4 years - until November 2013.

Meanwhile, in an interview with The Bulletin Of Atomic Scientists, Elbaradei stated that there is no concrete evidence that Iran has an ongoing nuclear weapons program. "But somehow, many people are talking about how Iran's nuclear program is the greatest threat to the world. In many ways, I think the threat has been hyped." ElBaradei said there was concern about Iran's future nuclear intentions and that Iran needs to be more transparent. “But the idea that we'll wake up tomorrow and Iran will have a nuclear weapon is an idea that isn't supported by the facts as we have seen them so far," said ElBaradei.

France: charges dropped for publishing document.
The public prosecutor in Paris has decided not to press charges against Stephane Lhomme, the spokesperson for the anti-nuclear Sortir du Nucleaire organization. Lhomme had been under investigation since 2006 for breach of national security in connection with the publication of a classified document acknowledging weaknesses in the EPR reactor design's ability to withstand the crash of a commercial jetliner. After he was arrested many organizations published the documents on their website. 30,000 People, several of them wellknown political figures, intellectuals, writers and artists, signed a petition demanding the case to be closed.

Lhomme revealed in 2006 that he was in possession of an internal Electricite de France document, stamped "defense confidential," that acknowledged weaknesses in the EPR's resistance to an aircraft crash, a major issue after the terrorist attacks with airplanes in the US on September 11, 2001. The revelation came during public inquiry and licensing proceedings for EDF's first EPR unit, Flamanville-3. Lhomme was charged with endangering national security by revealing the contents of a classified document.

SE tries to stifle opposition.
Plans by Slovak utility Slovenske Elektrarne (SE) to stifle opposition to its contested Mochvoce 3, 4 nuclear power reactors have mistakenly been leaked to Greenpeace. The leaked documents show that SE, which is jointly owned by Italian energy giant ENEL and the Slovak State, intends to manipulate public hearings on the environmental impact assessment for the project which involves the construction of two new Soviet-era reactors. The documents also mention strategies to "prevent [a] public hearing in Vienna", "reach the lowest possible media & public attention" and "avoid antinuc [sic] unrests [sic]". "These tactics are more akin to communist era manipulation and show that the Mochovce nuclear project is in dire straits," said Jan Haverkamp, Greenpeace EU dirty energy policy officer.

Construction of the Mochvoce 3,4 nuclear reactors started in the 1980s but was halted after the velvet revolution. After privatization of state utility SE to the Italian electricity giant ENEL, the Slovak government demanded from ENEL to finish the project. Because the reactors are from a 1970 Russian design and much of the civil construction already has happened in the 1980s, it is not possible to replace it with a modern design. As a result, the safety level of these nuclear reactors is lower than what is currently considered appropriate, especially after the 9/11 attacks.

US enrichment plant denied loan guarantee, or not?
US enrichment company USEC is preparing to 'demobilize' - or cancel - its partially built uranium enrichment plant after the US Department of Energy (DoE) denied its application for a loan guarantee in July.  As mentioned in the July 16 Nuclear Monitor In Briefs, loan guarantee from the Department of Energy was essential for continued construction. The American Centrifuge Plant is mid-construction at Piketon, Ohio. The US Nuclear Regulatory Commission (NRC) granted a construction and operation license for the plant in April 2007. The plant had been scheduled for commercial operation in 2010, but financing for the plant has long been a concern and earlier this year USEC announced that it was slowing the plant's schedule pending a decision on the DoE loan guarantee.  The company applied for loan guarantees amounting to US$2 billion (Euro 1.37 billion) in July 2008. After the DoE decision in late July, however, the company said it is initiating steps to demobilize the project in which it has already invested US$1.5 billion.

Two weeks later, in a surprising announcement, the Department of Energy said it has agreed to postpone by six months a final review of USEC's loan guarantee application for the American Centrifuge Plant in Piketon, Ohio. The additional time will allow USEC to address financial and technical concerns about its application that caused the DoE to deny the loan guarantee.

DOE loan guarantees.
Established under the US Energy Policy Act of 2005, the DoE loan guarantee program was set up as a way of helping to drive forward the "commercial use of new or improved technologies to sustain economic growth while delivering environmental benefits such as reducing greenhouse gas emissions and providing a stable and secure energy supply".

Up to US$18.5 billion of loan guarantees are available for the construction of advanced nuclear reactors and up to US$2 billion for front-end fuel cycle projects such as enrichment plants. The only front-end projects to submit loan guarantee applications by the September 2008 deadline were USEC's American Centrifuge Plant and Areva's Eagle Rock Enrichment Facility. Together, the USEC and Areva loan guarantee applications far exceeded the US$2 billion set aside for front-end fuel cycle loan guarantees.


Saving the climate equals 8 million jobs in the power industry.
A strong shift toward renewable energies could create 2.7 million more jobs in power generation worldwide by 2030 than staying with dependence on fossil fuels would. The study, by environmental group Greenpeace and the European Renewable Energy Council (EREC), urged governments to agree a strong new United Nations pact to combat climate change in December in Copenhagen, partly to safeguard employment. “A switch from coal to renewable electricity generation will not just avoid 10 billion tons of carbon dioxide emissions, but will create 2.7 million more jobs by 2030 than if we continue business as usual,” the report said. Under a scenario of business as usual, the number of jobs in power generation would fall by about half a million to 8.6 million by 2030, hit by mainly by a decline in the coal sector due to wider mechanization.

The report said that, for the first time in 2008, both the United States and the European Union added more capacity from renewable energies than from conventional sources including gas, coal oil and nuclear power. The report suggested the wind sector alone, for instance, could employ 2.03 million people in generating power in 2030 against about 0.5 million in 2010.

U.K.: Keeping the nuclear fire burning.
A stinging attack on the nuclear policy of the United Kingdom's Government and the role played by civil servants has been made by Jonathan Porritt. Retiring as chairman of the Government's Sustainable Development Commission he spoke of wasted years and opportunities in pursuing the revival of the nuclear industry. In 2003 the commission had worked with the Department of Trade and Industry minister Patricia Hewitt on a new White Paper which concluded that "nuclear power is not necessary for a secure low-carbon efficient UK economy". However, instead of implementing the plans, civil servants "kept the nuclear flame burning" until a new minister was appointed. "The civil servants won that battle at a great cost to energy policy in the UK. We have had years of delay on critical things that could have been done on renewable energy and energy efficiency. We had six to eight years of prevarication when we could have been getting on with it."

MOX-transport delayed.
A planned transport of MOX-fuel (Plutonium-uranium mixed oxide) from Sellafield to Grohnde nuclear reactor in northern Germany, which had been planned for this autumn is to be postponed. A spokeswoman of power plant operator E.on said September 10, that the transport will not be done within the next two months (probably meaning September and October). According to E.on the reasons are purely organizational and recent discussions about routes for the planned transport did not matter in the decision.

However, at the moment there is no agreement on which harbour should be used on the route to Grohnde. Bremen (harbor management) rejected the shipment. Earlier plans for a route via Cuxhaven had been withdrawn by the applicant (either a haulage company or E.on) after (encountering) strong criticism.

But the reason may actually be political. With German parliament elections late September, which may lead to either a nuclear-friendly or an anti-nuclear government for the next 4 years, polluters may be trying not to provoke more anti-nuclear publicity.

Clean energy in Germany cheaper than nuclear power.
In July a study of the German ecological NGO "Deutsche Umwelthilfe" has been published that analyzed the electricity market in Germany. The results are very interesting and maybe a good argument for anti-nuclear campaigning in other countries, too: In practice all offers of nuclear companies are more expensive than clean energy of independent ecological electricity companies!

This result was surprising as the nuclear power has been much subsidized and the reactors have been paid for itself since a long time - so they have only the costs of running the reactors, but don't have to repay the costs of the construction any longer. In addition the nuclear fuel is tax-exempted, the nuclear companies don't have to have an insurance covering all the costs of the accidents they could cause, they don't have to pay a realistic price for the final disposal of their radioactive waste and other consequences...

But it is a fact: nuclear energy is more expensive than ecological energy - at least in Germany as the study proofs!

Spain: Zapatero’s compromise.
As mentioned in issue 690 of the Nuclear Monitor, Spain's Socialist government, had to take a decision before July 5, on the future of Santa María de Garona, the countries oldest nuclear plant, which license expires in 2011. Spain’s Nuclear Safety Board (CSN) recommended a new 10-year license. Prime Minister Zapatero, promised in his election campaign to start a phase-out of nuclear energy. So he had to take a clear stand. It became more and more clear that he had not the guts to close the 38-year old plant, which provides 1.3 percent of Spain’s electricity, and was looking for a compromise. He decided to grant Garona a new license, but not for a 10 year period, but only for two years, so until 2013. Catch is that 2013 is after the next general elections. Noo one is pleased with this decision. The conservative Popular Party said it would overturn the government's decision if it wins the 2012 general elections. Environmental organizations and parties to the left – vital to Zapatero's governing coalition in Parliament – attacked the decision to postpone the closure of Garona and questioned the prime minister's credibility and integrity.

IAEA: Board Formally Appoints Yukiya Amano as Director General.
The International Atomic Energy Agency (IAEA) Board of Governors officially appointed Ambassador Mr. Yukiya Amano of Japan as the next Director General. Amano addressed the Board of Governors on July 3, following his successful bid to become the IAEA´s next Director General later this year. "I will dedicate my efforts to the acceleration and enlargement of the contribution of atomic energy to peace, health and prosperity throughout the world," he said.

The IAEA Director General is appointed by the Board of Governors with the approval of the General Conference for a term of four years. The General Conference meets in Vienna starting 14 September 2009. Ambassador Amano´s term as Director General would begin 1 December 2009.

Ambassador Amano, 62, is the Permanent Representative and Ambassador Extraordinary and Plenipotentiary of Japan to International Organizations in Vienna, and Governor on the IAEA Board of Governors. Amano is seen as the choice of the western industrialized countries. According to the IAEA he has "extensive experience in disarmament, non-proliferation and nuclear energy policy and has been involved in the negotiation of major international instruments." He has held senior positions in the Japanese Foreign Ministry, notably as Director of the Science Division, Director of the Nuclear Energy Division and Deputy Director General for Arms Control and Scientific Affairs.

USA: no domestic commercial reprocessing; Fatal blow to GNEP?
In a notice published in the Federal Register, the Department of Energy (DoE) said that it had decided to cancel the GNEP (Global Nuclear Energy Partnership) programmatic environmental impact statement (PEIS) because it is no longer pursuing domestic commercial reprocessing, which was the primary focus of the prior administration's domestic GNEP program. Its decision follows a change in government policy on commercial reprocessing. Domestically, the GNEP program would promote technologies that support “economic, sustained production of nuclear-generated electricity, while reducing the impacts associated with used nuclear fuel disposal and reducing proliferation risks”. As yet, DoE has no specific proposed actions for the international component of the GNEP program. Rather, the USA, through the GNEP program, is considering various initiatives to work cooperatively with other countries. So far, 25 countries have joined the GNEP partnership.

Although the future of GNEP looks uncertain, with its budget having been cut to zero, the DoE will continue to study proliferation-resistant fuel cycles and waste management strategies. The Omnibus Appropriations Act of 2009 provides $145 million (105 million Euro) for such research and development (R&D). As described in the President Obama's 2010 budget request, the DoE's fuel cycle R&D's focus is on "long-term, science-based R&D of technologies with the potential to produce beneficial changes to the manner in which the nuclear fuel cycle and nuclear waste is managed." One outlet for this money is likely to be the Generation IV International Forum, which includes a research program on fast-breeder reactors, which in turn require reprocessing plants.

Greenland: continuation of the zero-tolerance policy towards uranium extraction. 
The government of Greenland has stated that the country’s stance on uranium mining remains clear and unchanged. Following a request from opposition party Atassut, Premier Kuupik Kleist ruled out opening up the possibility of broadening the policy towards the extraction of uranium as a by-product. The government pointed out that whilst it acknowledged the natural presence of uranium in Greenland, the 30-year-old policy of banning mineral extraction from areas with a high level of uranium content would continue to be disallowed. The issue emerged with the recent rejection of a mining proposal for Kvane Mountain, where the uranium content is so high that it is believed to be a potential risk to the residents of the nearby town of Narsaq, western Greenland. However, despite the zero-tolerance policy, areas where mining would involve extraction of uranium as a by-product within certain defined limitations would be allowed, according to Premier Kuupik Kleist.

Sweden: Ringhals under close scrutiny.
The Swedish Radiation Safety Authority (SSM) has placed the Ringhals nuclear plant, in the southwest of Sweden, under special supervision after a series (some sources say 60) of incidents, which could endanger the security at the nuclear plant. According to reports, the first incident occurred late in 2008 and involved the failure of an automatic safety system to switch on. The second, at the start of 2009, involved faulty control rods that are designed to regulate nuclear activity. The nuclear watchdog also cited weaknesses in how officials at the nuclear plant (operated by Vattenfall) carried out routines and how instructions were adhered to.

Ringhals' four reactors produce up to one-fifth of Sweden's electricity. It is not the first time that the SSM has placed a Swedish plant under special supervision. In July 2006, officials put the Forsmark nuclear plant under supervision after the shutdown of one of its reactors.

NSG Fail to Adopt Standards for Technology Trade.
The 46-member Nuclear Suppliers Group failed in its June meeting to adopt stricter rules governing the trade of technologies that can support nuclear-weapon development. According to Arms Control Today, NSG-member states had sought to establish specific standards for potential purchasers of equipment or technology that could be used to enrich uranium or reprocess spent reactor fuel. Standards proposed by the U.S. and Canada would address whether a potential state recipient of sensitive nuclear equipment has signed the Nuclear Nonproliferation Treaty and whether it has accepted the Additional Protocol to its safeguards agreement with the IAEA, according to sources familiar with the terms. The Additional Protocol gives U.N. inspectors access to more information about a signatory state's nuclear facilities and enables them to conduct snap inspections of the sites.

But concerns about the proposed criteria have been raised by other NSG members, including Turkey, Brazil, South Korea and South Africa, sources indicated. The proposed standards also include "subjective" criteria, including whether the sale could harm regional stability. Turkey has expressed concern that its nuclear purchases might be restricted if were deemed under the rules to be part of the volatile Middle East.

Sellafield (U.K.): 50 year leak stopped.
For about 50 years radioactive liquid has been leaking from a waste tank at Sellafield – but in June the operators, Nuclear Management Partners, said they had finally managed to solve the problem.

The leak was from one of four huge effluent tanks which held the waste before it was discharged into the Irish Sea. The leak from a crack in the concrete wall was first noticed in the 1970s and has contaminated not only a large area of ground but has resulted in contamination of the Sellafield beach. NMP said they had managed to empty 95 per cent of the radioactive sludge from the tank and it will now be treated as intermediate level waste. A spokesman said the tank had been a known environmental risk and its emptying was a great achievement.

France imports power.
France has been forced to import electricity from the UK this summer because of problems with its nuclear reactors. Fourteen of France's reactors use river water for cooling, rather than seawater, and there are regulatory limited on the temperature of water than can be discharged back into rivers.

Also the recent summer heat wave increased the river water temperature meaning it could not reduce the heat of reactor casings. The problems forced state-owned EDF to shutdown reactors. The company has encountered similar problems in the past.

USEC: “no loan guarantee; no enrichment plant”.
Usec could halt construction of its American Centrifuge Plant if the US Department of Energy (DOE) doesn’t give it a conditional commitment for a loan guarantee by early August. In a statement Philip Sewell, vice president of American Centrifuge and Russian HEU said a DoE decision is expected by early August. “As we have stated in the past, a DOE loan guarantee is our path forward for financing the American Centrifuge Plant. Therefore, we are making contingency plans for project demobilization should we not receive a conditional commitment or should a decision on a conditional commitment be further delayed, Sewell said. Demobilization, which would involve the partial or full halt of ACP activities and plant construction, could begin in August. So far Usec has invested $1.5 billion in the enrichment plant under construction in Piketon, Ohio. In February, due to the lack of certainty on DoE funding the company initiated cash conservation measures and delayed the ramp-up in hiring. It says it needs a loan guarantee to secure a substantial portion of the remaining financing needed to complete the project.

Italian Senate passed pro-nuclear law.
On July 9, after four readings in the upper house since November last year, the Italian Senate passed a bill which will pave the way for the return of nuclear power. The package, which also greenlights class action suits and the privatisation of state railways, was passed with an almost unanimous vote after the opposition Democratic Party and Italy of Values left the Senate in the hope that the legal minimum of votes required would not be reached. Under the new law, the government will have six months to choose sites for new nuclear energy plants, define the criteria for the storage of radioactive waste and work out compensatory measures for people who will be affected by the plants. A nuclear security agency will also be set up, although the actual building of the plants is expected to take years. Industry Minister Claudio Scajola said earlier this year that Italy would begin to build its first new generation nuclear power plant by 2013 and start producing energy by 2018. Italy abandoned nuclear energy after a 1987 referendum, one year after the Chernobyl accident.

Opposition politicians meanwhile slammed the new law. Roberto Della Seta, environmental pointman for the Democratic Party, said the cost of building four nuclear plants would be ''20-25 billion euros'', while they would contribute less than 5% to the country's energy consumption. ''This law ignores all the real problems that stand in the way of Italy having a renewable and efficient energy policy, such as closing the gap with other major European countries on renewable sources and promoting research into new technology,'' he said.

EU ministers rubber stamp weak nuclear safety rules.
On June 25, environment ministers meeting in Luxembourg rubber-stamped a Euratom Directive on Nuclear Safety. The law was meant to improve nuclear safety in Europe by setting EU-wide standards. However, the directive mainly refers to weak principles from the International Atomic Energy Agency (IAEA), which all EU countries are already bound to as signatories of the Convention on Nuclear Safety. Attempts to improve the independence of nuclear regulators have also been watered down. There is no provision in the directive to guarantee the accountability of nuclear regulators.

"There is nothing new in this law to improve nuclear safety in Europe. We are still faced with a nuclear industry that sees safety as an obstacle, rather than a paramount necessity," said Jan Haverkamp, EU nuclear energy expert for Greenpeace. Greenpeace calls on the EU to base its safety rules on the principles of best available technology and best regulatory practice.

Belgium bans investments in depleted uranium weapons.
On July 2, the Belgian Parliament unanimously approved a law forbidding investments in depleted uranium weapons. Belgium is now the first country to prevent the flow of money to producers of uranium weapons. This law complements the country's ban on their manufacture, testing, use, sale and stockpiling which came into force on June 21st last. The use of depleted uranium armour piercing munitions during combat causes the release of chemically toxic and radioactive particles which represent a long term hazard for the environment as well as for human health.

Senator Philippe Mahoux submitted the resolution in the Belgian Senate, where it was unanimously approved on the 2nd of April 2009. Approval in the Chamber of Representatives followed on the 2nd of July. The law forbids banks and investment funds operating on the Belgian market from offering credit to producers of armor and munitions that contain depleted uranium. The purchase of shares and bonds issued by these companies is also prohibited. This law implicates that financial institutions in Belgium must bring their investments in large weapon producers such as Alliant Techsystems (US), BAE Systems (UK) and General Dynamics (US) to an end. Only investments made via index funds, and the financing of projects of these companies that are clearly unrelated to cluster munitions will be allowed. The law also obliges the government to draw up a "black list" of uranium weapon producers.

India: National Alliance of Anti-nuclear Movements (NAAM) launched.
More than one hundred organizations, peoples’ movements and concerned citizens from across the country came together for a National Convention on “The Politics of Nuclear Energy and Resistance” on June 4-6, 2009 at Kanyakumari. They discussed all the different aspects of nuclear power generation and weapons production, the various stages of nuclearization from Uranium mining till waste management, and the commissions and the omissions of the government of India and the Department of Atomic Energy during the three-day-long convention.

Most importantly, nuclearism is a political ideology that cannot stomach any transparency, accountability or popular participation. It snubs dissent, denounces opponents and creates a political climate of fear and retribution. With the India-US nuclear deal, and the deals with Russia and France and likely private participation in nuclear energy generation, the situation is going to get out of hand in our country. The combination of profiteering companies, secretive state apparatuses and repressive nuclear department will be ruthless and this nexus of capitalism, statism and nuclearism does not augur well for the country. These forces gaining an upper hand in our national polity will mean a death knell for the country’s democracy, openness, and prospects for sustainable development.

In order to mobilize the Indian citizens against this growing nucolonization, to resist the nuclearization of the country, and to protect our people from nuclear threats and the environment from nuclear waste and radiation, an umbrella organization (tentatively named as the National Alliance of Anti-nuclear Movements) has been founded with eight committees on Documentation, Economic Analysis, Legal, Mass Media, International Liaison, Translation, Health, and Direct Action.

Drop in global nuclear output. Nuclear power plants provided 2601 billion kWh during 2008. This lowest figure for five years drops its contribution to world electricity supplies to an estimated 4%.

No new reactors started operation in 2008, but, according to the World Nuclear Association, construction did begin on ten units: China (six units), Russia (two) and South Korea (two).

Sellafield – a lost cause..

In February, in an embarrassing case of remembering ‘where but not what’, operators of the Low Level Waste repository near Drigg had to resort to place an ad in a local newspaper asking past employees if they could remember what items of nuclear waste they had tumble-tipped into the site’s open trenches way back in the 1960’s & ‘70’s. Now, in an equally embarrassing reversal of misfortune – a case of ‘what but not where’, Sellafield operators admit that whilst they can describe two items of waste listed on their books at Sellafield - they can’t remember where they put it. Sellafield’s in-house Newsletter of April 29, reports that a routine stock take had identified that two storage cans containing a small quantity of legacy material were missing from their expected location. A detailed and extensive search was underway and  the incident had been classified at Level 1 on the International Nuclear Event Scale (INES).

Whilst the May 8, edition of the Sellafield Newsletter makes no further mention of the loss, the local Whitehaven News newspaper helpfully reveals that the radioactively ‘hot’ storage cans, capable of giving off a high dose of radiation, are still missing and the search for them could take several more weeks. The cans, described as being the size of thermos flasks, can only be handled by remote control robotic equipment and were listed as being stored in a sealed cave within the Windscale Active Handling Facility which analyses old reactor fuel and where human entry is forbidden because of the high radiation levels.

Though Sellafield Ltd is clinging to the hope that the lost cans, described only as containing historic or legacy waste, have been moved to another secure facility on the site, they have so far offered no explanation as to how remotely controlled robots could have effected such a removal service unobserved by managers and workers alike, or by the site’s alert security services. The Regulators have been informed.

EDF calls for support for nuclear industry. New nuclear power stations will not be built in Britain unless the government provides financial support for the industry. According to the Financial Times, Vincent de Rivaz, chief executive of the UK subsidiary of EDF, said that a “level playing field” had to be created that would allow the nuclear industry to compete with other low-emission electricity sources such as wind power.

However, Mr de Rivaz said the company still needed to assure its investors, which include the French government with an 85 per cent stake, that the investment made commercial sense. “We have a final investment decision to make in 2011 and, for that decision to give the go-ahead, the conditions need to be right,” he said. Mr de Rivaz suggested that the best way to support the nuclear industry would be to make sure penalties paid by rival fossil fuel power generators under the European Union’s emissions trading scheme were kept high enough to make nuclear investment attractive. Since the emissions trading scheme began operating in 2005, however, the price of the permits has proved highly volatile and has fallen sharply in the past year.

His comments call into question the government’s plans for a new generation of nuclear power stations, which ministers have insisted can be delivered without any additional subsidy.

German nuclear waste storage site developed illegally?

The salt dome at the Gorleben nuclear waste depot in north Germany was developed illegally into a permanent storage facility claims a newspaper, citing an internal assessment by the government agency that runs the depot. After first refusing to say whether the internal assessment exists, the Federal Office for Radiation Protection (BfS) now denies that the salt deposit has already been made a final repository. And it also emerged that Angela Merkel, now German prime minister, in 1996 ignored scientific warnings by the environment ministry she then headed that keeping nuclear waste in the Gorleben salt was likely to contaminate regional drinking water supplies. Since work began on the underground facility in the 1980s, only permission for ‘exploration’ has been granted.

The May 28 edition of the daily Frankfurter Rundschau alleged that without official authorization, the costs of assessing the salt dome’s suitability were high because ’the construction of the permanent storage depot was begun parallel to the investigation’.  Although not wanting to confirm the existence of the document, the paper said, the agency did admit that costs had been higher than necessary. Some 1.5 billion Euro (US$ 2.13 billion) has been invested in the site.

Work on the Gorleben mine has been suspended since 2000, when the government decided to wait until 2010 to resume the controversial project.  The appearance of the documents has confirmed the doubts of nuclear energy opponents, who all along have alleged that Gorleben was earmarked as final repository before the safety of the salt was adequately investigated.

U.S.: Obama signs US-UAE nuclear deal.

President Barack Obama gave official backing to the agreement allowing the U.S. to share nuclear technology with the United Arab Emirates. Obama at first planned to sign the deal in April but a number of lawmakers voiced concern, particularly following the airing on U.S. television networks of a video showing an Abu Dhabi sheikh brutally beating an Afghan businessman (see Nuclear monitor 688, 'InBrief'). Some lawmakers argued Abu Dhabi doesn't have enough legal safeguards against leakage of nuclear technologies. U.S. officials said they viewed the nuclear agreement and video as separate issues. The Obama administration has praised the legal infrastructure Abu Dhabi is developing in support of its nuclear program as well its close cooperation with the U.N.'s nuclear watchdog, the IAEA. The U.A.E. has renounced its right to enrich uranium or reprocess plutonium, which, according to U.S. officials, minimizes the risk of nuclear materials being diverted for military purposes. Once the State Department submits the U.A.E. legislation to Congress, lawmakers will have 90 days to amend or seek to kill it. Some U.S. representatives, including Republican vice chairman of the House Foreign Affairs Committee, have said they will fight it. Some say the deal could spark a nuclear arms race across the Mideast.

Alberta, Canada: Pro-nuclear vandals strike.

The nuclear debate in Peace River is no longer peaceful. Pro-nuclear vandals attacked a trailer used by nuclear opponents to get their message out. The pro-nuclear vandals painted a swastika and profanity on the side of the trailer. They also threw Molotov cocktails to further destroy the sign. The damage to the sign was bad enough but the situation could have been much worse. They cut the farmer's fence along highway 743 to get into the trailer. The horses in the field could have easily got on the highway and been involved in a collision with a vehicle. It was fortunate that the flames from the Molotov cocktail did not ignite the surrounding dry grass as the ensuing fire could have easily travelled to the farmer's home which was only 200 feet (70 meters) away. The fire could have spread a long way before anyone noticed as the vandals attacked during the middle of the night. This attack on our message came a day after two nuclear opponents received a death threat because of letters they wrote to the newspapers voicing their concerns about the impact the nuclear reactors will have on their farms. The police are investigating both occurrences.

Bruce Power announced they have set aside Can$50 million (US$45m, 32m Euro) to promote the construction of a nuclear reactor at Peace River. Grass-roots organizations and community residents have virtually no resources to publicize the nuclear information that Bruce Power doesn't want the public to know about. The trailer that was attacked by "pro-nuclear vandals" used up the majority of our resources.

Peace River residents are being asked to be the nuclear sacrifice zone for Alberta yet the local, provincial and national media have provided scant coverage of our concerns. This week, it was vandalism and death threats. Will someone have to be hurt or killed before our struggle becomes newsworthy?

EDF spies on anti-nuclear organisations

On March 16, a French satirical newspaper Le Canard Enchaîné broke the story that the computer of a former campaign director of Greenpeace France had been hacked a few years earlier. This was uncovered while the police were investigating hacking related to drug testing by a French laboratory, but at this stage no details were available on who was responsible.

Two weeks after this revelation, the investigative journalism website Mediapart.fr published a story entitled "EDF spied on Greenpeace".  It turned out that the French electricity company Electricité de France (EDF) had hired Kargus Consultants, a company specialising in information risk management, to spy on all activities that could affect the safety or image of EDF. Alain Quiros, a hacker working for Kargus Consultants, confessed to having hacked into a Greenpeace computer.

Later it was revealed that EDF has also been using the services of a Swiss company, Securewyse, to spy on Sortir du Nucleaire, another French anti-nuclear movement. They also reported that the investigators found a CD with files from Yannick Jadot’s computer in the office safe of EDF official Pierre François. Finally, the Greenpeace France warehouse is reported to have been under surveillance by EDF.

From the court documents, it was clear that at least two contracts were signed between EDF and Kargus, in 2004 and 2007, for the provision of "operational support for the ongoing strategic surveillance of environmental organisations and their activities and practices." It was revealed that EDF’s Pierre Francois said in a statement: "It was a question of the non-governmental group's organisation in Belgium, Spain, perhaps Britain, let's say Europe".

Two senior EDF officials are under investigation in French court: Pierre François, site protection engineer and a former police detective, and Admiral Pascal Durieux, security director of EDF. On April 10, EDF announced that the two staff members had been suspended from their duties, "a precautionary measure following an internal inquiry". Greenpeace France is civil party in the investigation against Kargus and EDF.

EDF’s spying practices are a symptom of the secrecy inherent to nuclear energy. As has been demonstrated over and over again, democracy and the nuclear industry do not mix. The fact that non-violent environmental organisations are being treated like terrorists because we dare to question nuclear energy shows just how frightened the nuclear industry is of transparency and a democratic debate.

Greenpeace has been pushing this scandal in many countries where EDF/the French nuclear industry has a presence, resulting in the story being covered in e.g. English, Spanish, Italian, German, Belgian and Danish media. In the UK, Germany, Belgium and Spain, Greenpeace is demanding assurances from EDF/EDF Energy/EnBW that those offices have not been subject to similar spying practices.

The Economist analysed the spy-affair as follows:

“The affair is embarrassing for EDF, Europe’s biggest energy company, which is 85% owned by the French government. The firm hopes to profit from a global revival of nuclear power. In December it bought half of the nuclear assets of Constellation, an American utility, and in January it completed a deal to buy British Energy, a nuclear utility. This week Jean-Marc Sabathé, director of security at EDF, told Le Monde, a French newspaper, that as a result of the affair “our industrial reputation is at stake at the moment when EDF is engaged in the renewal of civil nuclear power in France and internationally.” Allegations of corporate espionage also reflect badly on the French nuclear-energy industry as a whole, which has been trying to improve its image and become more transparent.

EDF is also awaiting the outcome of another investigation. On March 10th the European Commission’s antitrust authorities raided EDF’s headquarters in Paris looking for evidence that it had abused its dominant market position to inflate electricity prices in France. It is so far unknown whether the competition body found any evidence. Even as it expands its reach internationally, France’s nuclear champion is coming under increased scrutiny.”

Norway: New report on hypothetical Sellafield accident.

On 23 March, the Norwegian Radiation Protection Authority published a report on the possible consequences for Norway of an atmospheric release of radioactivity from the storage tanks for highly active liquid waste at Sellafield. The report shows that an accident could entail considerable fallout over Norway. The release of just 1% of the tanks' contents could result in levels of radioactive fallout in Western Norway that are five times higher than those measured in the worst affected areas of Norway after the Chernobyl accident.

If an accident caused the release of 10% of the tanks' contents, it is calculated that the fallout would be 50 times the maximum level experienced in Norway after Chernobyl. A major accident is of course considered to be less likely than more limited releases. However, the British authorities have not provided Norway with any specific information indicating that such an incident can be ruled out.

The report considers an accident involving the storage tanks for highly active liquid waste. These currently contain about 1000 m3 of radioactive waste from several decades of reprocessing of spent nuclear fuel.

Norway would be vulnerable in the event of a large release of radioactivity from Sellafield, both because of its geographical position and because of the prevailing weather conditions. The impacts of a major atmospheric release could be particularly severe. The Norwegian authorities consider that in the worst case, an accident at Sellafield could have significant impacts on agriculture, the environment and society for decades to come.

Australia: Queensland: The return of an anti-uranium state government.

PULL down the bunting, recork the champagne, throw out the sausage rolls -- there will be no celebration party for the Queensland uranium players. Labor is back. There will be no uranium mining for at least the next three years…so began a report in the conservative daily newspaper The Australian shortly after the recent Queensland state election. Uranium mining emerged as an issue in the 21st March election with the incumbent Labor party pledging to retain its long standing ban on mining while the conservative Liberal National Party (LNP) threw its weight behind an open slather mining policy. The Greens committed to legislate against the industry and ruled out any preference deals with the LNP on the back of their uranium policy. The uranium industry lobbied hard in the lead up to election and mobilized considerable media support for its spurious claims of employment and revenue benefits. National and state environment groups worked to keep the issue live and publicly rated the various party’s performance and promises against a range of issues, including their position on uranium mining. The return of an anti-uranium state government has been welcomed by campaigners as an important development in the continuing and very active national uranium debate.

No new IAEA-DG, yet.

The IAEA Board again is inviting governments to nominate candidates for Director General. Neither of the two candidates that the Board voted upon on march 26, received the necessary two-thirds majority of votes during successive rounds of secret balloting. The Board’s Chair - Algerian Ambassador Taous Feroukhi noted that in accordance with the Board’s agreed procedure, the slate of candidates is considered to have been wiped clean. She said she will again be inviting Member State governments to nominate candidates on 30 March 2009, with nominations to be submitted within four weeks thereafter. The Board voted on two candidates - Ambassador Yukiya Amano of Japan, and Ambassador Abdul Samad Minty of South Africa. Under the Board’s agreed procedure, either or both of these candidates can be re-nominated by Member States.

The Director General is appointed by the Board of Governors with the approval of the General Conference for a term of four years. IAEA Director General Mohamed ElBaradei´s term of office expires on 30 November 2009. He has served as Director General since 1997. (see also: Nuclear Monitor 685, Briefs)

France: cancer-figures temporarily workers are increasing.

In February, a man perished at a building site at the nuclear reactor in Paluel, France. This was not given much attention, because he was "only" a temporary worker. There are 20.000 temporary contractors working in nuclear power stations in France. Without them, reactors would not keep going or get repaired. A confidential report by EDF reveals that 84% of the subcontractors in the nuclear industry would like to quit because of bad working conditions. Safety measures are minimal, and the employees are under enormous pressure since every day the reactor is offline (because of maintenance, for instance) costs EDF 1 million Euro's. Research by the Centre International de recherche sur le cancer shows that while temporary workers get 80% of the radiation, the employees of EDF get 20%. The group of EDF employees show an increase in cancer of "only" 8%, the subcontractors 40%.

Too little too late: Financial compensation for French test victims.

The French government says it will pay out at least 10 million euros (US$13.6 million), initially for one year, to people with health problems as a result of French nuclear tests carried out in the Algerian Sahara and in Polynesia, Defense Minister Herve Morin was quoted as saying on Tuesday, March 24. Some 150,000 people are estimated to have been affected.

France tested its first nuclear bomb on February 13, 1960 in the Algerian Sahara. Between 1960 and 1996, France carried out a total of 210 nuclear tests in Algeria, French Polynesia and the Pacific Ocean. Participants in the tests and people living in areas close to the testing zones have long complained of health problems including leukemia and other forms of cancer. France has for a long time refused to officially recognize a link between its testing of nuclear bombs and health complaints reported by both military and civilian staff involved in the tests.

Compensation in other countries:

  • Russia: Test veterans get a medal, pension, pride of place in parades and use of a special radiation hospital.
  • China: announced last year that military and civilian veterans would get pensions.
  • U.S.A.: Ronald Reagan introduced a compensation deal (the 'Radiation Exposure Compensation Act') in 1990 which has since paid out a total of US$1.4 billion.
  • Australia/New Zealand: Veterans with any illnesses known to be caused by radiation are entitled to subsidized private medical care.
  • U.K.: Government still insists veterans were not harmed and denies any responsibility.

India: first uranium delivery from France.

(April 1, 2009) Following clearance by the Nuclear Suppliers Group, first batch of 60 tons uranium ore concentrate imported from Areva NC France was received on March 31, by the Nuclear Fuel Complex, Hyderabad. India. This uranium ore would be processed and used in pressurized heavy water reactors (PHWRs) in India.
India and France had entered into an accord for supplying reactors and fuel consequent to the Indo-US nuclear deal, the 123 agreement. As a first step, Department of Atomic Energy had entered into a contract with French Nuclear supplier AR EVA NC for the supply of 300 tons of uranium ore concentrate

Australia; Ranger:

The controversial Ranger uranium mine inside the World Heritage listed Kakadu National Park in Australia’s Northern Territory is again under scrutiny following confirmation of the extent of a long standing and unresolved seepage problem at the operations main tailings dam. In February the Supervising Scientist, a federal agency set up to monitor the impacts of Ranger, confirmed the existence and extent of the seepage problem to a parliamentary Senate hearing. Around 100,000 litres of contaminant is leaking in an uncontrolled fashion from the dam every day. Australian environmental and anti-nuclear groups have been active in highlighting this and a series of other operational failures at Ranger in the national media. The timing of the leak has been highly embarrassing to mine operator Energy Resources of Australia (ERA – 68% owned by resource giant Rio Tinto) as the company has just applied for federal approval for a major expansion of the aging mine. ERA are seeking approval to build a new tailings dam and a large scale acid heap leaching facility to process low grade ore and waste rock stockpiles. The company has further flagged plans to construct an underground shaft from the base of the current open pit operation to exploit a lens of uranium ore that runs towards the Magela floodplain, a pivotal component of Kakadu’s unique wetlands environment. The expansion plans have been fiercely opposed by ERA’s critics who are calling on the federal government to veto the move and initiate an independent inquiry into the performance and environmental and social impacts of Australia’s oldest uranium mine.
